I. Introduction
The City of Bangor requests proposals for furnishing, delivering, and installing
playground structures at Williams Park.
This location shall include an integrated playground system for 5-12-year olds as
well as a structure for 2-5-year olds as well as one (1) toddler swing frame to
replace existing frame, one (1) independent swing frame with two swing bays
with seats as specified in “Section VIII. General Specifications” as well as safety
surfacing for the structures. Overall consideration should be given to
incorporating play events for users who have mobility challenges. The integrated
play structures and additional components are to be located at Williams Park
which is on Newbury Street in Bangor.
All items shall be furnished, assembled, and installed in accordance with all
manufacturer’s instructions, all applicable OSHA and ADA requirements, ASTM and
CPSC Standards for public playgrounds and all specifications noted herein. The City
reserves the right to award the bid to multiple Bidders.
II. General Information
General information is available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the
Proposer accepts the responsibility for downloading, reading and bidding by the terms
and conditions set forth in the City’s “General Information for Vendors”.
III. Submission
To be considered, return pages twelve (12) through fourteen (14) of this request, the
Proposal form, all information requested in Section VII. Information for Proposers, and
complete Manufacturer’s brochures, clearly marked as “Proposal No. P26-35: Play
Structure Replacement Williams Park” by 2:00 PM, Wednesday, February 25, 2026

Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor,
ME 04401 (items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow
Street, Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P26-35: Play Structure Replacement
Williams Park.” Proposals will be publicly opened at the time stated above in the Paul
Bunyan Room (first floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all proposals received will be available after 4:00 PM on the date of
opening. Proposal results may be viewed by visiting the City’s website at
www.bangormaine.gov/bidtabs. The "Show Closed/Awarded/Cancelled Bids" box must
be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
PM, Tuesday, February 10, 2026.
The City will issue a response on or before 4:30 PM, Friday, February 13, 2026. The
response will be in the form of an addendum, which will be available on the City’s
website. Notifications will be sent to those who have signed up to receive notifications at
www.bangormaine.gov/bids through NotifyME. Notifications will be sent when new
addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their Proposals have sufficient time
to be received by the Purchasing Department before the submittal deadline. Any
Proposal, portion of a Proposal, or unrequested Proposal revision received at the City of
Bangor Purchasing Department after the time and date specified, will be returned to the
Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their Proposal for a period of ninety (90) days from the date
of opening. All Proposals shall be subject to acceptance by the City during this period.
To withdraw a Proposal prior to the opening, the Proposer shall request the withdrawal
in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the
Proposer.
VII. Rejection
The City of Bangor reserves the right to reject any and all Proposals, to waive any
informalities or defects in Proposals or to accept a higher cost Proposal if it is deemed

to be in the best interest of the City of Bangor. The City also reserves the right to
negotiate with the successful Proposer.
VI. Selection Criteria
The following criteria will be used to select the proposal deemed to provide the best
value for the City of Bangor.
a. The quality of features of the equipment proposed;
b. References and experience of others with the proposed equipment and
Proposer;
c. Any extended warranties or special features over and above the minimum
requirements; and
d. The cost of the equipment and its installation.
VII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal
price. Upon request, a tax exemption certificate for the City of Bangor shall be
furnished to the successful Proposer.
B. Bid Form and Requirements: The Bid Form (page 4) must be completed and
returned with the proposal to be considered responsive.
C. Required Insurance: Proposers are required to maintain the following insurance
policies throughout the life of the project and name the City of Bangor as an
additional insured where applicable and may be required to provide proof:
1. Worker’s Compensation Insurance Statutory
2. Employer’s Liability Insurance
$500,000 each accident
$500,000 disease – policy unit
$500,000 disease – each employee
3. Comprehensive Automobile
Liability
$1,000,000 combined, single limit
per accident
4. Commercial & General Liability
$1,000,000 combined single limit
$2,000,000 aggregate
D. Required Documents: Pages twelve (12) through fourteen (14) of this request,
the Proposal form, all information requested below, and complete Manufacturer’s
brochures must be included for Proposal to be deemed complete.

Any exception to the provisions in General Specifications must be marked in the body of
this document and itemized on a separate page titled “Exceptions”, referenced by
section number and paragraph, along with a detailed explanation of the exception.
The entire units and all equipment must be thoroughly inspected, serviced and ready for
use upon delivery. All work performed must meet established industry standards of
quality to be acceptable. Any unacceptable work must be corrected before payment is
issued.
1. The play structure appropriate for ages 5-12 will include all equipment specified
in Section VIII. General Specifications, Section A.
2. The second play structure shall be appropriate for ages 2-5 and will include all
equipment specified in Section VIII. General Specifications, Section B.
3. The two play systems and any add alternates for Williams Park will be installed
on an area that is approximately 75 feet by 150 feet. Photo displaying the
approximate location on the site is included as Attachment #1 for Williams Park.
4. All equipment components proposed for the two (2) integrated playground
systems for 5-12-year old must include complete manufacturers specifications
and meet all requirements of the General Specifications.
5. All equipment components proposed for the one (1) integrated playground
system for 2-5-year old must include detailed description of the components with
complete manufacturer’s specifications, and meet the requirements of the
General Specifications as appropriate.
6. Proposals must also include furnishing, delivering, and installing an engineered
wood fiber safety surfacing. Surfacing should be appropriate for the structures
and components proposed and must cover the area required by all applicable
OSHA, ADA, CPSC and ASTM requirements and industry standards.
7. Basic equipment and attachments shall be the latest models available, fully
tested, serviced, ready to operate in accordance with the specifications and be
satisfactory to the Director of Parks and Recreation. Overall consideration should
be given to incorporating play events for users who have mobility challenges.
8. Any items not specifically mentioned in these specifications but involved in
carrying out their intent must comply with all requirements noted herein.
9. Proposers shall submit with their proposals the latest printed specifications and
illustrations as advertised by the manufacturer of the proposed product(s).
10. Complete warranty information must be included for all items.
11. A sketch for each park showing each component of the play area must be
included in the proposal.
12. A list of at least three references for similar play structures as the structure
proposed must be included with the proposal. Please list names and contact
information of individuals who are familiar with the equipment referenced.

13. Proposals should be prepared by providing a straightforward, concise delineation
of the capabilities proposed to satisfy the requirements of the City.
Completeness and clarity of content are requested. All brochures, presentations
and items submitted in support of proposals will become part of the Contract.
VIII. General Specifications
Section A – The following are the components for the integrated playground
systems for 5-12-year old.
a. COMPONENTS:
1. “S” Curve Slide
2. One (1) Spiral Slide at least 56” above grade
3. One (1) Double Poly Slide
4. Four (4) toddler swings for aforementioned swing frame, one of which
should be a toddler/adult combination swing.
5. Four(4) age 5-12 swings for aforementioned swing frame
6. Step ladder from grade to top of deck
7. Arch climber with PVC coated planks and continuous rails
8. Simulated cliff or rock climber
9. “Chimney” style climbing event
10. Transfer module
11. Curved bridge included
12. Arched bridge included
13. Roller Slide or similar
14. Climbing Wall type event
15. One (1) balcony style panel event
16. One (1) net climber event integrated into structure
17. One (1) wavy style or similar climber
18. Panels
A. Six (6) of Proposers choice with at least one panel an auditory play
panel.
b. ADD/ALTERNATE COMPONENTS
1. One (1) independent motion play event such as but not limited to a multi
user see saw or similar play event.
2. One (1) merry go round or similar circular motion play event that
incorporates mobility challenged users.
Section B – The following are the required components for the one (1) integrated
playground system for 2-5 year olds.
a. COMPONENTS:
1. At least (1) one slide
2. At least (4) four play events
3. At least (1) one simulated climbing event
