INSTRUCTIONS TO RESPONDENTS

Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Bids must be received Electronically or by Sealed Bid in the Purchasing Office by date and time specified, and then publicly opened and read aloud. Sealed Bids that are either mailed or delivered must be enclosed in a sealed envelope, addressed to the Director Purchasing, and have the bid number, bid name, closing date, and company name clearly marked on the outside of the envelope. Sealed Bids should be mailed or hand delivered to the following address:

Electronic Bids can not be accepted after the specified date/ time. Sealed Bids received late will be returned; they will not be opened nor considered in the evaluation of the bid. The undersigned agrees, if the bid is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the specifications. The period of acceptance of this bid will be 90 calendar days after the bid opening date.

SCOPE: The San Antonio Water System is soliciting proposals for a comprehensive water and wastewater operations data management system to replace existing Access databases that are used to manage data related to the water and wastewater processes as required by our TPDES permits and other regulatory requirements. The solution needs to be a commercial off-the-shelf system that meets SAWS requirements, including implementation, delivery timeframe and training services.

SAWS Treatment and Production departments will be replacing a legacy system with software for regulatory reporting and data analysis. The software must be a commercial, off-the-shelf Plant Information Management System (PIMS) designed for the water/wastewater industry with proven ability to integrate with laboratory information management systems (LIMS) and supervisory control and data acquisition (SCADA) or distributed control systems (DCS). The project will require converting the entire legacy system to the new system. The selected consultant must be able to provide a turnkey solution which includes software, project management, configuration, customization, report recreation, implementation, testing, startup, as-built documentation, onsite training, and onsite support.
Multiple Access databases make up the current PIMS for 3 wastewater treatment plants, 2 water treatment plants, the groundwater production system, and the centralized biosolids processing system. Below is a table listing the databases and number of reports, number of data input fields, and direct LIMS inputs for each.
