ADVERTISEMENT FOR PLANNING SERVICES

FOR THE OTAY WATER DISTRICT CLIMATE ADAPTATION

AND RESILIENCE PLAN

The Otay Water District (District) will require the planning services to prepare a Climate

Adaptation and Resilience Plan. The Climate Adaptation and Resilience Plan will include a

climate risk and vulnerability assessment as a baseline for focusing efforts to address the impacts

of climate change. The plan should also identify critical assets that are vulnerable to the risks of

climate change, develop climate adaptation and resilience strategies, and prioritize greenhouse

gas reduction activities by exploring conservation and renewable energy technologies for the

water industry. This project is funded through FEMA’s Hazard Mitigation Grant Program. The

general scope of work for the Plan will include the following:

• Review District Planning and Operations Documents

• Energy Analysis and Development of Energy Optimization

• Climate Change Risk/Hazard Assessment Preparation

• Development of Resilience and Action Plan Strategy

• Stakeholder Engagement

• Preparation of Draft and Final Climate Adaptation and Resilience Plan

Consultants must be registered with the Department of Industrial Relations pursuant to Labor

Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under

Labor Code section 1771.1(a)]. If a consultant submits a proposal but is not registered with the

Department of Industrial Relations, their proposal will be considered unresponsive. This bid

opportunity will follow District Policy Number 21 and federal procurements requirements listed

in 2 CFR 200.318 – 200.327 as required by FEMA grant funding for non-federal entities.

Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of

Qualifications (SOQ) to Juliana Luengas, Project Manager, at jluengas@otaywater.gov. If a

firm has submitted a SOQ to the District within the last two (2) calendar years, and the

qualifications remain current and accurate, then only a LOI is required. The deadline to submit a

LOI and SOQ will be at 4:00 PM, Thursday, February 1st, 2024. The Request for Proposal (RFP)

will be emailed to qualified firms on Friday, February 2nd, 2024. All questions regarding the

consulting services should be referred to the Project Manager, Juliana Luengas,

Environmental Compliance Specialist, at jluengas@otaywater.gov prior to issuance of the

RFP.
