Planning and Engineering Services for Streetcar Alignments for “Reimagining Downtown Dallas” (U.S. HUD Award No. B-23-CP-TX-1428) (Step One of Two) (RFQ/RFP)

Project Description: The City of Dallas Department of Transportation and Public Works (City) is seeking statements of qualifications (SOQ) from experienced firms who can demonstrate they have the resources, experience, and qualifications to provide planning and engineering services to determine feasibility, potential route alignments, and cost estimates for streetcar expansion through Downtown Dallas into surrounding neighborhoods, to include but not limited to the outlined scope included in the RFQ document.
The pre-solicitation meeting will be held via Microsoft Teams at 1:30 PM CST on Monday, November 3, 2025.
