Planning Consultant Services (W00567)

This Solicitation is for a Professional Services Agreement with one or more Planning Consultant(s) to provide planning, engineering, surveying, and related professional services for the Aviation Authority's Capital Program, which includes the current Capital Improvement Program, and future amendments, and for all other planning, engineering, construction and environmental projects that the Aviation Authority may request.

The Services include, but are not limited to the following:

• advising and supporting the Aviation Authority through assessments,
• studies,
• master planning,
• concept development,
• preparation of design-build criteria packages,
• project envisioning documents,
• program definition documents,
• external governmental agency outreach and stakeholder engagement,
• extension of staff, and
• all other efforts as assigned for the development, management, and operation of existing and future facilities and projects, including those specified Section 6, Scope of Services.

The Services may also include assisting the Aviation Authority’s committees and the Aviation Authority’s departments and coordinating and providing documentation required or requested by federal, state, and local agencies, including the Federal Aviation Administration (FAA); Transportation Security Administration (TSA); Florida Department of Transportation (FDOT); the Orlando Utilities Commission (OUC); City of Orlando; Orange County, Florida; and other agencies as required.

The Aviation Authority intends to select up to two (2) On-Call Planning Consultant(s) to support the Aviation Authority's airport planning and preliminary design needs.

There are no direct tasks included in the Professional Services Agreement. Tasks will be awarded on an as-needed basis and as funding is available. A general description of the services to be provided and the specified list of potential projects, developed from the 2025-2030 Capital Improvement Plan (CIP), is provided in Section 6, Scope of Services. All assigned tasks will be procured through the applicable procurement channels (i.e. Construction Finance Oversight Committee, Construction Committee, Procurement Committee, Aviation Authority Board, etc.).

The selected Consultant(s) will be prohibited from preparing design documents for construction and from providing Owner’s Authorized Representative Services for the Aviation Authority and will be precluded from submitting bids or proposals for any such services to the Aviation Authority.
