Scope of Services
Osceola County, Florida is issuing this solicitation for highly qualified and experienced Architectural Design Firms for the planning and design of a new state of the art Performing Arts Center, and related public infrastructure improvements, including a 5 acre park, waterfront esplanade, parking, and a water retention causeway / pedestrian bridge, located within the City Center of the County’s NeoCity District. The property is generally located north of newly built roadway, “Neovation Way” and the water retention lake per the attached site plan indicating the general project boundaries, Exhibit A.
The Design Architect will play a critical role in realizing Osceola County’s vision for NeoCity as a world-class hub for technology, education, culture, and economic development. The Performing Arts Center, parking and other related public infrastructure— including the civic plaza, urban waterfront, and causeway connection—are cornerstone elements of the overall development vision and must be conceived as catalytic assets that shape NeoCity’s cultural identity and activate the broader development plan.
The design must embrace the County’s goals for long-term economic vitality, placemaking, and community engagement by creating a signature architectural landmark that attracts regional and national audiences while serving local residents. The project must seamlessly integrate with future mixed-use, commercial parcels, enhance pedestrian and multimodal connectivity, and encourage year-round community use. The Design Architect is expected to demonstrate design excellence, innovation, and collaboration in a way that reinforces NeoCity’s role as a transformative regional destination.
This solicitation will be handled in three parts. Step 1 - Letter of Interest (initial Certification) from which responses are due February 10, 2026; Step 2 - Request for Proposals from Certified Proposers and Step 3 - Competitive Negotiations dates for questions and responses to be released via addendum after submissions are received for Step 1 -Letter of Interest (Initial Certification).
