CONTINUING ENGINEERING SERVICES
DUE: BEFORE 2:00 PM on April 9, 2026
NOTICE IS HEREBY GIVEN that sealed quotes will be received by the City of Dade City (City) until 2:00
PM, Local Time, April 9, 2026 to provide Continuing Engineering Services.
Brief Description: In accordance with section 287.055 of Florida statutes "Consultants Competitive
Negotiations Act" (CCNA) the City of Dade City hereby invites interested and qualified Florida licensed
professional engineers to present their qualifications for providing continuing engineering services that
may be required by the city on an as-needed basis.
CCNA contracts are limited to projects which construction costs do not exceed $4 million and when the
fee for professional services for each individual study does not exceed $500,000, per Florida Statue
287.055 (2)(g). Any resulting contracts(s) will be for three years with renewal for an additional two years
upon mutual consent of the parties. Firm qualifications presented in accordance with the requested format
will be accepted by the City of Dade City, 38020 Meridian Ave, Dade City, Florida 33525 until 2:00 pm
on April 9, 2026.
SCOPE OF WORK
Qualified parties interested in responding to this Request for Qualifications may review or download a
general information package containing a prescribed general format and details relevant to this RFQ
from the Dade City web site at https://www.dadecityfl.com , DemandStar web site at
https://network.demandstar.com , or email request to tmauriello@dadecityfl.com . Attention is directed
to F.S. Section 287.133 (2) {A) "Public Entity Crime" which prohibits certain persons or affiliates who
have been convicted of a public entity crime from responding to this invitation. A form is included in the
information package for execution and submission with a response to this RFQ. A Drug Free
Workplace Form is also included in the information package for execution and submission with a
response to this RFQ. Failure to execute and submit the requisite forms with a response to this RFQ
will subject the response to disqualification.
Consultants interested in submitting a response to this RFQ agree to not contact or "lobby" City Council
Members or any employee or agent of the City at any time during the solicitation period and selection
process with the exception of directing questions requests for clarification through the City Engineer.
Any other contact with the City in this matter will be considered inappropriate and subject a response to
rejection / disqualification.
The City reserves the right to reject any or all responses, waive any informality or irregularity on any
response if considered non-substantial by the City, and/or to cancel this invitation at will. Responses
received after the date and time stipulated herein will be considered late and therefore disqualified.

SCOPE OF SERVICES:
Below is a summary description of each type of work discipline to be awarded under this solicitation:
Civil / General Engineering:
Requires engineering expertise in planning, designing, permitting, bidding, and construction
administration services in connection with Civil Engineering, as well as knowledge of current
rules and regulations of local, state, and federal agencies regulating the industry, including the
Department of Environmental Protection, the South Florida Water Management District, the
United States Environmental Protection Agency, the United States Corps of Engineers, and any
other governmental authorities having jurisdiction over the same. The firm must employ at least
one professional engineer, registered with the Florida State Board of Professional Engineers,
having training and experience in this general area. Requires engineering expertise in planning,
designing, permitting, bidding, and construction administration services in connection with
structural design and building, as well as knowledge of current rules and regulations of local,
state, and federal agencies regulating the industry. The firm must employ at least one
professional engineer, registered with the Florida State Board of Professional Engineers, having
training and experience in the area of Structural Systems and Structural Engineering. Requires
engineering expertise in inspecting, planning, permitting, bidding, special inspector services,
threshold inspector services, and construction administration services in connection with multi-
discipline design, as well as knowledge of the Florida Building Code and the related current
rules and regulations of local, state, and federal agencies and jurisdictions regulating the
industry. The firm must employ at least one professional engineer, registered with the Florida
State Board of Professional Engineers, having training and experience in the area of
Construction Engineering Inspection. Requires engineering expertise in planning, designing,
permitting, bidding, and construction administration services in connection with electrical
systems as well as knowledge of current rules and regulations of local, state, and federal
agencies regulating the industry. The firm must employ at least one professional engineer,
registered with the Florida Board of Professional Engineers, having training and experience in
the area of Electrical Systems and Electrical Engineering. Requires engineering expertise in
planning, designing, permitting, bidding, and construction administration services in connection
with mechanical, plumbing, and fire protection systems as well as knowledge of current rules
and regulations of local, state, and federal agencies regulating the industry. The firm must
employ at least one professional engineer, registered with the Florida Board of Professional
Engineers, having training and experience in the area of Mechanical Systems and Mechanical
Engineering. Requires engineering expertise in planning, designing, permitting, bidding, and
construction administration phases of services in connection with transportation infrastructures,
traffic studies, warrant studies, and signals. The firm must employ at least one professional
engineer, registered with the Florida State Board of Professional Engineers, having training and
experience in the area of Transportation Engineering. Review of development petitions (site
plans, special exceptions, temporary uses, etc.), and associated traffic impact studies for
compliance with Broward County's Traffic Performance Standards and City Codes. Coordination
with petitioner's consultants and the Pasco County Traffic Division to resolve issues relating to

the interpretation and implementation of the Traffic Performance Standards. Review of impacts
of the development petition's traffic on existing road networks with particular emphasis on
surrounding residential neighborhoods. Review of proposed roadway improvement
recommendations for compliance with established design criteria and to ensure that all traffic
impacts caused by proposed petitions have been properly addressed. Review of existing or
proposed conditions as they effect traffic conditions along city streets and making
recommendations relative to changes or improvements. Examples include speed limits, traffic
counts, intersection improvements, on-street parking, etc. Meet with staff, applicants, and Pasco
County staff to address issues that arise during the development review process. Requires
expertise in land planning, designing, permitting, bidding, and
construction administration phases of service for Landscape Architecture. The firm must employ
at least one landscape architect, registered with the Florida State Board of Landscape
Architecture. Additionally, the firm must employ sufficient personnel to provide services normally
associated with this type of land planning services.
Geo-Technical Services:
Requires engineering expertise in connection with Geotechnical Analysis. The firm must employ
at least one professional engineer, registered with the Florida State Board of Professional
Engineers having demonstrated experience in the activities normally associated with this work.
The Consultant must employ and enlist sufficient staff to undertake the requirements normally
associated with this type of work and must document the availability of proper equipment to
perform this work.
Surveying and Mapping Services:
Requires surveying experience in the preparation of Boundary, Site, Topographic and Right-of-
Way Surveys, and Sketch and Legal Descriptions in conformance with the Florida Minimum
Technical Standards. The firm must employ at least one land surveyor, registered with the
Florida State Board of Land Surveyors, having at least one year of land surveying experience
acting as responsible in charge. The Consultant must employ and enlist sufficient staff to
undertake the requirements normally associated with this type of work and must document the
availability of proper equipment to perform this work.
Architectural Design:
Requires architectural expertise in planning, designing, permitting, bidding, and construction
administration phases of service in Architectural Design. The firm must employ at least one
architect, registered with the Florida State Board of Architecture and Interior Design.
Additionally, the firm must have knowledge of current rules and regulations of local, state, and
federal agencies regulating the environment and all land use and building code provisions,
including the Department of Environmental Protection, the South Florida Water Management
District, the United States Environmental Protection Agency, the South Florida Building Code,
and the United States Corps of Engineers
Submitting for Multiple Disciplines:
Responders have the option of submitting qualifications for one or more of the professional
works disciplines listed above.

AGREEMENT AWARD & TERM
The City intends to award continuing services contracts to multiple firms. This contract shall be
awarded for a period of three (3) years effective from the date of the award and signed contract
with renewal for an additional two years upon mutual consent of the parties. The continuing
services contract does not guarantee any work. The responder understands that this RFQ does
not constitute an offer or agreement with the responder. An offer or agreement shall not be
deemed to exist and is not binding until an agreement is approved by the appropriate level of
authority within the City, and executed by all parties.
PROFESSIONAL SERVICES NEGOTIATIONS & FEES
A.The City anticipates negotiating scope and fee for multiple projects with firms utilizing the
City's Continuing Professional Services Contract. In accordance with F.S. 287.055 (3)(a), for
projects that exceed the threshold amounts provided in F.S. 287.017, and which are below the
limits proscribed in F.S. 287.055(2)(g), project award and fees/method of payment will be made
as follows:
1. The City will generate a preliminary scope of work on an individual project basis.
2. The City will contact the firm under the continuing professional services contract for the
specific discipline to obtain a proposal and the City will negotiate compensation for
professional services that is fair, competitive and reasonable.
3. If the negotiations are not acceptable to the City, the City will issue a separate formal
solicitation and follow the selection and negotiation process in accordance with F.S. 287.055.
B. For projects that exceed the estimated construction cost or the individual study activity fee
identified F.S. 287.055 (2)(g), a Continuing Contract cannot be used and a separate formal
solicitation for the specific project or study will be specifically issued by the City.
PART I GENERAL INFORMATION
1.1. PURPOSE
The City of Dade City is seeking qualified firms to ensure that the City is always receiving the
most economical service costs while maximizing the quality and level of service. A
contract/agreement resulting from this RFQ shall be subject to the terms and conditions set
forth in a City Contract and any terms and conditions included in this RFQ. The City reserves
the right to include in any contract document such terms and conditions, as it deems necessary
for the proper protection of the rights of the City. The City will not be obligated to sign any
contracts, agreements or other documents provided by the Contractor(s) with their submittal.

1.2. OBJECTIVE
The primary objective of the Request for Qualifications (RFQ) is the selection and ranking of
the most qualified and experienced proposer in providing services.
1.3. ISSUING OFFICE
The contracting agency shall be the City of Dade City, located at 38020 Meridian Avenue, Dade
City, FL 33525.
1.4. REJECTION
The City reserves the right to accept or reject any or all proposals or to waive any informality,
existing in any proposal, or to accept the proposal which best serves the interest and intent of
this project from the most responsive and responsible proposer.
A. The City may reject bids if:
* The Proposer mistakes or conceals any material face in the bid, or if,
* The bid does not strictly conform to the law or requirements of the bid; or if,
* The bid is conditional, except that the Proposer may qualify his/her bid for
acceptance by the City on an "all or none" basis, or a "low term" basis. An "all or
none" basis must include all items upon which bids are invited.
B. The City may, however, reject all bids whenever it is deemed in the best interest of the
City to do so, and may reject any part of a bid.
C. The City reserves the right to waive any minor irregularity, technicality, or omission if
the City determines that doing so will serve the City's best interests. The City may reject
any response not submitted in the manner specified by the solicitation documents.
D. The City reserves the right to award a contract to the next most qualified proposer if
a successful proposer does not execute a contract within thirty (30) days after
approval of the selection by the City.
E. The City reserves the right to cancel a solicitation at any time prior to approval of
the award by the City.
F. Proposals will not be considered from vendors who are currently involved in official
reorganization or bankruptcy proceedings.

1.5. Local, State and Federal Compliance Requirements
Proposers shall comply with local, state, and federal directives, orders and laws as
applicable to this RFQ and subsequent contract(s) including but not limited to:
A. Equal Employment Opportunity (EEO), in compliance with Executive Order
11246, as applicable to this RFQ and subsequent contract(s).
B. Minority Business Enterprise (MBE), as applicable to this RFQ and subsequent
contract(s).
C. Occupational Safety and Health Act (OSHA), as applicable to this RFQ and
subsequent contract(s).
D. Pursuant to Section 787.06(13), Florida Statutes, whenever a contract is
executed between a non-governmental entity and a governmental entity.
E. In compliance with Section 787.06(13), Florida Statutes, the Human Trafficking
Affidavit must be completed by an officer or representative of a
nongovernmental entity that is executing, renewing, or extending a contract with
the City of Dade City (the "Governmental Entity").
F. The nongovernmental entity must provide an affidavit signed by an officer or a
representative under penalty of perjury attesting that the non-governmental
entity does not use coercion of labor services as defined in Section 787.06,
Florida Statutes. A copy of the Affidavit is attached hereto and should be
executed and included in the RFQ response as set forth in Section 2.7 herein.
G. Other mandatory terms required by federal and state laws and regulations may
be included in the final contract even if not referenced herein.
H. Possession of the correct occupational license, professional license, and any
other authorizations necessary to carry out and perform the work required by
the discipline and/or project pursuant to all applicable Federal, State, and
Local Law, Statute, Ordinances, and rules and regulations of any kind. Copies
of the required licenses must be submitted with the bid/proposal response
indicating that the entity proposing, as well as the team assigned, are properly
licenses to perform the activities or work included in this RFQ and the contract
documents.
1.6. Variance in Conditions
Any and all Special Conditions and Specifications hereto which vary from the General
Conditions shall have precedence.

1.7. INQUIRIES AND ADDENDA
No oral interpretation of this RFQ shall be considered binding. The City shall be bound by
information and statements only when such statements are written and executed under the
authority of the City.
All such requests for information shall be made in writing and the person submitting
the request will be responsible for prompt delivery. Any interpretation of the RFQ, if
made, will be made only by addendum duly issued. The City will not be responsible for
any other explanation or interpretation of the proposed RFQ made or given prior to the
award of contract.
All questions regarding responses to this Request for Qualifications (RFQ) must be in
writing, via e-mail to Tina Mauriello at tmauriello@dadecityfl.com no later than April 2,
2026, at 5:00 PM.
1.8. MANDATORY PRE-BID CONFERENCE
A Mandatory Pre-Bid Conference will not be required for all bidders.
1.9. DELIVERY OF PROPOSAL
Offers by telephone shall not be accepted. Also, proposers are instructed NOT to fax their
proposal. Faxed proposals shall be rejected as non-responsive regardless of when the fax is
received.
Respondents are cautioned that they are responsible for delivery to the specific location cited
above. Therefore, if your proposal is delivered by an express mail carrier or by any other
means, it is your responsibility to ensure delivery to the above address. This office will not be
responsible for deliveries made to any place other than the specified address.
It is the sole responsibility of the proposer to ensure that his or her proposal reaches the Public
Works Department. The time and date for receipt of proposals will be scrupulously observed.
The City shall not be responsible for late deliveries or mail delays. All proposals will be opened
publicly, and the names of the proposer will be read aloud.
1.10. WITHDRAWAL OF PROPOSAL
Proposals may be withdrawn prior to the time set for bid opening. Such requests must be in
writing and mailed or hand delivered to the address rendered herein.

1.11. LATE PROPOSALS OR MODIFICATIONS
A. Proposals and modifications received after the time set for the bid opening will not be
considered.
B. Modifications in writing received prior to the time set for bid opening will be accepted
and considered.
Statute 218.755
218.755 Prompt processing of change orders.-For any contract for construction services entered
into on or after July 1, 2025, if a local governmental entity receives from its contractor a price quote
for a change order requested or issued by the local governmental entity for construction services,
and the price quote conforms to all statutory requirements and contractual requirements for the
project, the local governmental entity must approve or deny the price quote and send written notice
of that decision to the contractor within thirty-five (35) days after receipt of such quote. A denial
notice must specify the alleged deficiencies in the price quote and the actions necessary to remedy
those deficiencies. If the local governmental entity fails to provide the contractor with a notice in
compliance with this section, the change order and price quote are deemed approved, and the
local governmental entity must pay the contractor the amount stated in the price quote upon the
completion of the change order. A contract between a local governmental entity and a contractor
may not alter the local governmental entity's duties under this section.
1.12. PROPOSER RESPONSIBILITIES
The selected proposer shall be required to assume responsibility for all services offered in his
proposal. The selected proposer shall be the sole point of contact with regard to contractual
matters including payments and work product resulting from the contract.
1.13. DISCLOSURE
All information submitted in response to this RFQ shall become a matter of public record,
subject to Florida Statutes regarding public disclosure.
All information submitted in response to this RFQ shall become part of the final contract
between the City and the Proposer.
1.14. METHOD OF PAYMENT
Payment shall be made within 30 days after satisfactory delivery of services and submission
of a valid invoice to the City of Dade City. Partial billing will be accepted.
