Sealed Bids will be received by the City of Redwood City, California for the supply of one (1) new
model 2020 Freightliner M2, 106 Truck with pipe hunter model 10D35 mounted jet eye dual reel.
1. The Proposal Forms are available at the Public Works office, 1400 Broadway Street, Redwood
City, CA 94063. Any questions regarding the Proposal Forms should be directed in writing to
the City Contact (explained on page 5 in the section titled “Interpretation”).

3. The right is reserved, as the interest of the City may require, to purchase individual equipment,
materials, vehicles or supplies from more than one Bidder or all equipment, materials, vehicles
or supplies from one Bidder, to reject any or all bids, to waive any informality in bids, and to
accept, modify, or reject any items of the bid.
4. Proposals shall be hand delivered, or mailed to Office of the City Clerk, City Hall 1017
Middlefield Rd. Redwood City, CA 94063, on or before the 2:30pm deadline, on Wednesday
December 18, 2019 Faxed, emailed or late bids will not be accepted.
5. The City Representative shall report the results of the bidding to the City Manager at a later
date, at which time the City Manager may award the contract to the lowest responsible Bidder
as so reported; or as the City’s interests may dictate the City Manager may exercise its right
to modify the award or to reject any bids.

GENERAL PROVISIONS
1. INTRODUCTION
The City of Redwood City, California Fleet section, in accordance with Redwood City’s Purchasing
Policy, is providing this Notice Inviting Bids Sealed Bids to prospective Bidders for the purchase of
vehicle(s) more particularly described in this document. All Redwood City new vehicle dealers, in
addition to dealers outside the local area who have requested to be placed on the Bidders list, have
been provided this Notice Inviting Bids. Your participation in the Redwood City competitive bidding
process is encouraged and appreciated
2. DEFINITIONS
The following definitions apply to this Notice Inviting Bids Sealed Bids.
a. In these specifications, the word "City" refers to the City of Redwood City,
California.
b. The term “Notice Inviting Bids” or “Document” refers to this Notice Inviting Bids.
c. The term "Bidder", “Supplier” or “Vendor” refers to the person, firm or corporation
with whom the contract is being made by the City, or the agent or legal
representative who may be appointed to represent such party, firm or corporation in
the execution of this contract.
d. The term “Bid Submission” refer to the document submitted by the Bidder before the
Bid Submission Due Date.
e. The term “Successful Bidder” refers to the dealership or vendor that is selected by
the City through this Notice Inviting Bid process, to supply the vehicle(s) specified
in this document.

4. BID SUBMISSIONS DETAILS
Bid Submissions shall comply with applicable provisions of the Government Code of the State of
California and with the following:
a. Before submitting a bid, Bidders should read this Notice Inviting Bids carefully and
inform themselves completely of all details outlined in this document.

b. Bidders will review the General Provisions (pages 3-9) of this Document, and sign
all required pages. After signing, the Bidder will return all pages of the General
Provisions and all signed pages as part of their Bid Submission.
c. As part of their Bid Submission, Bidders will submit pricing information on the
document entitled "Bid Proposal Form", properly executed in ink, with all
appropriate spaces filled in. Additional information may be submitted by the Bidder
on separate sheets of paper.
d. As a part of their Bid Submission, Bidders will return the separate attached
Specification Sheet Signed and dated.
e. Each Bid Submission if dropped off or mailed shall be enclosed in a sealed
Envelope addressed to Office of the City Clerk, 1017 Middlefield Rd., Redwood
City, CA.94063. The outside of the envelope shall be plainly marked, with the name
of Bidder, the titled of this Notice Inviting Sealed Bids and the Submission Due date.
f. Bid Submissions must be received by Redwood City no later than the time and date
shown in this Notice Inviting Sealed Bids.
5. BID SUBMISSION CHECKLIST
Key Points
1 Bid Proposal Form will specify any exceptions to the specified vehicle.
2 Bid Proposal Form will specify additional warranties.
3 Bid Proposal Form will specify the maximum number of days till delivery
to Redwood City (after PO is released). The maximum number of days until
delivery will be listed by the Bidder as a specific number of days (60, 90,
and 120) and not a range of days (90-120).
4 Bidder will sign all required pages of the Bid Proposal Form and
specifications sheet(s) and return all pages as part of their Bid Submission.
5 Bidder will sign required pages and return all pages as part of their Bid
Submission.
6 Bidder will sign the Specification Sheet and return all pages as a part of their
Bid Submission.
7 Successful Bidder will obtain exempt license plates and furnish the
Department of Motor Vehicles with a report of sale, smog certificate, the
City’s exempt registration form (Reg. 217) and all other needed paperwork
on behalf of the City.
6. WITHDRAWAL OF BID
Any Bidder may withdraw his other bid by written request (addressed to the City Contact), prior
to the Bid Submission due date.

7. INTERPRETATION
If a prospective Bidder is in doubt of the true meaning of any part of this "Notice Inviting Sealed
Bids" or finds discrepancies in, or omissions in the same, the Bidder may submit to the City a written
request for an interpretation or a correction thereof. Any interpretations or correction of the proposed
documents will only be made by an addendum sent via email from the City to each person receiving
a set of bid documents. Such addendum shall be considered a part of the contract.
8. NEW MATERIAL; ACCEPTABLE
The unit(s) herein specified shall be constructed throughout of new parts and materials, which shall
have seen no service other than that necessary for factory tests, unless otherwise allowed in the Bid
Specification. Items purchased hereunder will be subject to final inspection and acceptance at delivery
destination as set forth in this Notice Inviting Sealed Bids.
9. STANDARD EQUIPMENT
Vehicle(s) proposed by the Bidder must be equipped with the manufacturer’s equipment and
accessories which are included as standard in the advertised and published literature for that unit
(from the manufacturer). No such item shall be removed because it was not specified in this Notice
Inviting Bids. To promote fairness in competition, items offered as standard equipment by a particular
manufacturer, but not recognized as such by the industry, should be clearly noted in the bid
submission. An option to delete those items at an offered price, may be included with the bid
submission.
10. LOWEST RESPONSIBLE BIDDER
In order to promote the policy declared above, contracts will be awarded only to such Bidders as are
determined to meet the following qualifications of lowest responsible Bidder.
The award may be to the lowest responsible Bidder or other Bidder. In determining who the award is
to be made, the awarding authority may consider, in addition to the Submitted Bid received, the
experience of the Bidder for the particular service sought, the quality of work that the Bidder has
done, the quality of the product or materials provided by the Bidder, the ability of the Bidder to
complete the project in a timely manner, the safety compliance record of the Bidder, and the insurance
carried by the Bidder.
11. AWARD OF CONTRACT OR REJECTION OF BIDS
The City reserves the right to amend or reject any or all proposals and also to select, modify, or reject
any of the bid items as the City sees in its best interest. Whenever quantities of individual items are
involved the City reserves the right to make single awards or separate items in an aggregate of several
items to various vendors.
12. GUARANTEE
The Bidder warrants and guarantees that all equipment, materials, vehicles or supplies used or
furnished and all workmanship are of the type and quality specified herein. The Bidder further
guarantees that any latent fault in construction or defective material discovered within one year after
acceptance of the work shall be remedied by Bidder without cost to the City, upon written notice
given to Bidder. Other subsequent latent defects shall be covered by responsibilities set forth in the
