PINE STREET WATER MAIN REPLACEMENT – PHASE 2: STATE STREET TO BROAD STREET AND ADA UPGRADES PROJECT

Project Description: Sealed bids will be received online via PennBid website for the Pine Street Water Main Replacement – Phase 2 until 11:00 A.M. prevailing time, on May 28, 2026, after which time, Bids will be opened with results displayed publicly on PennBid. The consideration of the apparent low Bidder will be at the regularly scheduled Borough meeting to be held at 7:00 P.M. prevailing time on June 2, 2026.
Each bid must be accompanied by a Certified Check or Surety Company's Bid Bond on the form provided in the Bid Documents, naming as payee or Obligee, East Petersburg Borough, Lancaster County in the amount of ten percent (10%) of the total bid submitted. The Surety Company must be acceptable to the Borough. No bid may be withdrawn for a period of sixty (60) days after the above-specified date for receiving, opening and reading of bids, except as specifically may be provided by law.
All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05.
Wages paid are subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25,1997 by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this Contract.
East Petersburg Borough, Lancaster County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items.
