1. Introduction.
This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
2. Applicable North American Industry Classification System (NAICS) Code.
The applicable NAICS code is 237310– Highway, Street, and Bridge Construction;
Size Standard in millions of dollars $45M.
3. Type of Contract to be Awarded.
As a result of this synopsis and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract.
4. Type of Solicitation.
The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.
5. Synopsis Posting Period.
This synopsis will be posted for 15 days.

7. Contract Description/Information.
This project includes repaving the existing parking lot and installing a new electronic gate with fencing at the Pikes Peak Ranger District Office, located in the city of Colorado Springs, Colorado. The base project scope of work includes but is not limited to: Mobilization, quality control, survey, and staking, This work includes demolition of existing asphalt pavement, concrete curb, and a portion of the security fence and gate, subgrade preparation including disposal of excess excavation off NFS lands, aggregate base placement, asphalt pavement placement, construction of concrete driveway and curb, pavement striping and installation of new electronic cantilever gate with accompanying barb wire chain link fence, gate operator, electronic keypad, bollards to protect keypad, and associated appurtenances. Construction includes furnishing all labor, materials, equipment, tools, transportation, supplies, storage, other incidentals and all work required to complete all items in accordance with the approved final drawings, specifications and provisions of the contract. Construction quality control includes supplying all the personnel, equipment, tests and reports necessary to ensure that construction is completed in compliance with the drawings, specifications and provisions of the contract. Materials testing and inspection agency shall be a separate entity from the Contractor. Option Work Items include: Group A: Demolition of entire existing perimeter chain link fence and installation of new chain link fence with barb wire with manual gates or Group B: Installation of barbed wire arms and 3-strand barbed wire along existing perimeter chain link fence on the south side of the lot, from the existing vehicular gate to the new automated vehicular gate.
Estimate Period of Performance: The estimated Period of Performance for this contract is from June 1, 2025 until August 1, 2025.

The anticipated magnitude for this project is:
Price Range - $100,000 - $250,000
9. Type of Set-aside.
Total small business set-aside.

Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability.
