The City of Norcross is seeking proposals from qualified firms for the development of a concept
report for the Piedmont Pathway, trailhead, and greenspaces in city limits.
INSTRUCTIONS:
The proposal package should be clearly marked “RFP PW 25-11 – PIEDMONT PATHWAY
CONCEPT REPORT” on its face and submitted by 12:00 p.m. on June 16, 2025, to the address
below. Please submit two printed copies and one electronic copy (USB) of your RFP package to:

There will be an optional, highly recommended, pre-proposal meeting on May 28, 2025, at 12:00
p.m. at the Norcross Public Works building, located at 345 Lively Avenue Norcross, GA 30071

No proposal will be received or accepted after the above specified date and time.
Submissions received after the designated date and time will be deemed invalid and returned
unopened to the firm.
No proposal may be withdrawn within thirty (30) days after the proposal deadline. Requests for
withdrawals must be submitted in writing. All proposals shall remain firm for 90 days after the
submission deadline.

1. INTRODUCTION
The City of Norcross is seeking proposals from qualified firms for the development of a
concept report for the Piedmont Pathway, trailhead, and greenspaces in the City of
Norcross. The report will assist the city in its planning and resourcing strategies.
The city reserves the right to award a consultant contract to the firm whose proposal and
any resulting negotiations are deemed to be in the best interest of the City.
1.1 BACKGROUND
In August 2024, The City of Norcross Mayor and Council approved the Parks, Greenspaces,
Trails & Green Infrastructure Master Plan, which set out to create a framework and vision
for the next five years of progress, growth, and adaptation within the City’s Public Works
department. Following the approval of the master plan, the Parks, greenspace, and Trails
board (comprised of community members) recommended the issue of an RFP for a scoping
and feasibility study for a Norcross Piedmont Pathway. The project, consistent with the
findings outlined in the master plan, sets out to provide more recreation infrastructure to
Norcross residents south of Buford Highway.
There are 4 goals associated with the project: preservation of natural areas in Norcross,
enhancement of natural resources in Norcross, providing connections between parks and
natural areas, and identifying new recreation parkland.
1.2 PROJECT DESCRIPTION
The project scope includes five tasks, detailed in the Scope of Work section. They include
existing conditions & technical analysis, public involvement, alternatives analysis, and
concept plan development, preparation of implementation and management plan, and
preparation of project deliverables. The final deliverables will include a concept summary
report, preferred alternative concept layout for multi-use path, preferred alternative typical
sections for each trail segment (with up to three (3) illustrative renderings of proposed
conditions), and a complete GDOT Limited Scope Concept Report for the project. In
addition to the five tasks included in the project’s scope, the city will work with an on-call
engineer to complete a phase 1 environmental assessment.

2. SCOPE OF WORK
2.1 Task 1 – Existing Conditions & Technical Analysis:
The consultant will conduct a thorough review and assessment of previous plans and existing
conditions in the study area. The focus of the assessment will include the following:
• Review of existing plans covering the area and approved development plans.
• Inventory and prioritize potential user destinations along the trail, trailhead, and green
spaces.
• Evaluate traffic operations and traffic safety in the trail corridor that are relevant to trail,
trailhead, and greenspace design.

• Conduct environmental screening to identify potential historical, ecological and/or
archeological resources within the area.
• Determine likely impacts to potentially historic properties, if any.
• Review plans for adjacent development.
2.2 Task 2– Public Involvement:
Conduct an outreach process that promotes the involvement of all stakeholders in the study area.
The consultant will be responsible for designing an effective and innovative public involvement
program. At a minimum, the outreach process shall include the following elements:
• Seek input and comments from a project advisory group of major stakeholders. The
stakeholder group will meet (either in person or via conference call) up to three (3) times
during the study process, and will be provided with draft concepts, typical sections and
scoping study documents for comment.
• Project information will be uploaded to a project website (hosted by the City) to provide
basic project information to the public along with project materials and meeting
summaries.
• In coordination with the City the consultant team will conduct up to three (3) public
involvement meetings – (1) an initial meeting to understand needs, desired outcomes and
gather to gather input on design and desired connections, potential problem areas, (2) a
second meeting to present potential alternatives, and (3) a third meeting at the end of the
process to review and comment on preferred alternatives. Meeting content will also be
translated into Spanish.
• In coordination with the City, the consultant team will conduct two rounds of three (3)
stakeholder meetings, (a total of up to six (6) focus group meetings) with area stakeholders.
The first round of meetings is intended to identify the needs, opportunities, ideas, and
concerns from area stakeholders. The second round of meetings is intended to share
potential strategies to address the identified needs, opportunities, ideas, and concerns.
• In coordination with the City, the consultant team will complete up to three (3)
presentations to the Mayor and City Council throughout the process - (1) an initial meeting
to understand needs, desired outcomes and gather to gather input on design and desired
connections, potential problem areas, (2) a second meeting to present potential
alternatives, and (3) a third meeting at the end of the process to receive final approval.
2.3 Task 3 –Alternatives Analysis & Concept Plan Development:
Prepare a Concept Layout, typical sections and a draft GDOT Limited Scope Concept Report for
the trail project and park facility based on the existing conditions, technical analysis, and
public involvement. Specific elements shall include:
• Evaluation of the relative feasibility and constructability of alternative trail alignments
and sections in logical phases or segments;
• Preferred and alternative alignments and typical sections for each segment of the path;
• Preparation of draft GDOT Limited Scope Concept Report for the multi-use
path, which includes analysis of potential environmental impacts, ROW, utility
and cost estimates.
2.4 Task 4 - Prepare Implementation and Management Plan
Prepare a step-by-step implementation plan that identifies the logical phases of
implementation, potential implementation partners, responsibilities, cost estimates,

timeline and potential sources of funding for each phase.
2.5 Task 5 – Prepare Project Deliverables
The following shall be developed the format indicated below:
• Deliverables:
o Concept Summary document: Prepare a document summarizing the goals of the
project, methodology, public involvement process, existing conditions, technical
analysis and alternatives considered.
o Preferred alternative concept layout for multi-use path
o Preferred alternative typical sections for each trail segment and up to three (3)
illustrative renderings of proposed conditions.
o Complete GDOT Limited Scope Concept Report for the project, which includes, but
is not limited to the following:

o One printed copy of all of the above as a combined final report. Summary document
and Concept Report in 8.5”x11”, and Concept Layout and Typical Sections in
11”x17”.
o Once single combine PDF file of the final report document
o Electronic editable original documents for each report element, such as MS Word
documents of Concept Report and summary documents, GIS shape files, InDesign
files, Excel/CAD or other files.
