Background

Seattle Public Utilities is seeking a consultant to address corrosion on Morse Lake Pumping Plant (MLPP) and Pumping Plant 2 (PP2) that will include determining the cause of the corrosion, analyses to predict the remaining structural life of key components of these facilities and implementing recommendations to mitigate or prevent this corrosion. MLPP and PP2, together with their ancillary facilities including mooring piles, discharge pipes, and electrical power connection piers, collectively, make up the Chester Morse Reservoir floating pumping station system (pumping system). SPU relies on this system as its sole way of providing water for people and the aquatic species of the Cedar River when water levels in Chester Morse Reservoir recede too low to flow by gravity into the Cedar River. SPU performed dive inspections in 2023 and 2024 to assess the conditions of several components of the system. That inspection’s findings revealed that corrosion had progressed on several components of the system at a substantially more rapid rate than had been assumed in design life estimates.
