Separate sealed bids for the Phase 3 Sanitary Sewer Main Extension along Williams Creek / South Old Orchard Road, in the City of Jackson, together with together with other related improvements indicated on the project plans, will be received in the office of the City Clerk, Angela Birk, 101 Court Street, Jackson, Missouri 63755, until 9:00 o'clock A.M., on Tuesday, April 29, 2025, and then at said office publicly opened and read aloud.
The envelopes containing the bids must be sealed, addressed, and designated as bids for the “Phase 3 Sanitary Sewer Main Extension along Williams Creek / South Old Orchard Road; Attn: City Clerk."
The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following:

Copies may be obtained on or after Thursday, April 10, 2025, by contacting the office of Koehler Engineering and Land Surveying, Inc., located at 194 Coker Lane, Cape Girardeau, Missouri 63701, upon payment of non-refundable seventy-five ($75.00) dollars for each set.
All bids shall be made on the printed forms bound in or enclosed with the specifications.
PREBID CONFERENCE
A Non-Mandatory Pre-Bid Meeting will be held in the Public Works Conference Room of City Hall, 101 Court Street, Jackson, Missouri, 63755, at 9:00 A.M., on Tuesday, April 22, 2025.
BID SECURITY
Each bidder must deposit with his bid security in the amount, form, and subject to the conditions provided in the Information for Bidders.
WITHDRAWAL OF BIDS
No bidder may withdraw its bid within 30 days after the actual date of the opening thereof.
REJECTION OF BIDS
The City of Jackson hereby reserves the right to reject any or all bids, to waive any informalities in the bids received, and to accept the bid or bids from the contractor that in its judgment will be the lowest and best, responsive, responsible bidder for the City of Jackson, Missouri.
AWARD OF CONTRACT
If a contract award is made, it will be made to the lowest and best, responsive, responsible bidder.
PREVAILING WAGE
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109, and E.O. 11246.
SAFETY TRAINING
Bidders who agree to provide work under this contract must provide a ten-hour OSHA construction safety program or other similar program approved by the Department of Labor and Industrial Relations of the State of Missouri, in accordance with Sec.292.675 RSMo.
