Phase 1A Water Transmission Main Improvements

Sealed bids for furnishing the following will be received at the Office of Central Purchasing, Andover Town Offices, 36 Bartlet St., Andover, Massachusetts 01810 until the time specified below at which time the bids will be publicly opened and read.  The time received will be stamped on each bid and for a consistency of time, the time stamp clock in the Purchasing Office will be the determining time.

Town of Andover, MA (Owner) invites sealed bids for Phase 1A Water Transmission Main Improvements  for installing approximately 3,200 LD of 20-inch to 6-inch cement lined ductile iron water mains on Lowell Street in Andover, MA, to replace the existing 12-inch cast iron water main; 12-inch connections, & 8-inch water mains; culvert crossings; hydrants, including valves and hydrant laterals; water services including corporations, polyethylene tubing, curb stops and curb stop boxes;  temporary trench pavement & permanent mill & overlay; temporary bypass piping; complete restoration of public & private property to pre-construction conditions.  Substantial Completion for Argilla Road & Andover Street Paving: August 1, 2025; Substantial Completion for Water Distribution Improvements: November 15, 2025; Final Acceptance for all Work: June 30, 2026.

Bidding is per Chapter 30 s39M. Prevailing Wage rates per MGL c149 s26 to 27D inclusive issued by Dept of Labor Standards & Federal Davis-Bacon rates apply. In case of discrepancy, higher wage rates shall apply.

Non-mandatory pre-Bid conference: 10:00 a.m. local time on October 23, 2024 at the Town of Andover Town Hall, 3 ^rd Floor, Town Seal Conference Room, 36 Bartlet St., Andover, MA  01810.

A bid security in the amount of 5% of the total bid will be required.

Funding: through the American Rescue Plan Act (ARPA) & compliance with certain Federal provisions is required.
