Performance Management, Data, and Interest Holder Engagement

The Maryland State Department of Education (MSDE) has initiated a comprehensive effort, known as Reimagine & Transform , to strengthen alignment, coherence, and effectiveness across the state’s early childhood education (ECE) system. Over the past year, this work has clarified MSDE’s agency-wide ECE vision and produced a strategic plan outlining how Maryland will unify its numerous programs, funding streams, and initiatives to better serve children, families, and providers. With support from the Preschool Development Grant (PDG), MSDE will refine the Reimagine & Transform strategic plan in the coming months. This next phase will culminate in a strategy roadmap that identifies milestones, dependencies, and implementation timelines to guide coordinated statewide action. In parallel, MSDE is strengthening its internal operating environment to support a unified, coherent early childhood system. This includes revising standard operating procedures and reorganizing internal structures to shift from funding‑stream‑based operations toward function‑based roles. These updates are intended to improve decision-making, increase organizational clarity, and ensure alignment across quality, access, and family experience. Additionally, MSDE is expanding its capacity to translate data into actionable insights and strengthen performance management routines to monitor progress and drive continuous improvement across the Division of Early Childhood.

To advance this work, MSDE is seeking an expert contractor to support the continued development and implementation of the Reimagine & Transform strategic planning, organizational effectiveness, and performance management efforts.
