Penn Wynne Library Roof Replacement with Photovoltaic Roof and Carports

Project Description: Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:
Penn Wynne Library Photovoltaic Project
Contract Number: 25-30-4098
General Construction; Electrical Construction
Sealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).
Proposals will be received until 11 am, prevailing time, Thursday, December 18, 2025 at which time they will be publicly opened and read aloud.
Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.
A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.
Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.
All interested Bidders may, at their convenience, view the exterior project area at 130 Overbrook Pkwy, Penn Wynne, PA 19096. Access inside the library is available during their hours of operations indicated on https://lmls.org/pennwynne. Bidders are to furnish their own ladders and place back any temporarily moved suspended ceiling tiles, as applicable.
Scope of Work
The work includes, but is not limited to, demolition of the library’s asphalt shingle roof with structural reinforcement of the wood rafters, selective roof deck replacement, installation of standing seam metal roof system and roof photovoltaic system; selective demolition at the adjacent municipal parking lot and installation of carport photovoltaic system, including delegated design for the carport structure; coordination with PECO electric for switchover; and site restoration. Award is planned for January 21, 2026 with Construction Notice to Proceed planned for late February 2026 pending contract execution.
Detailed specifications developed by Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of Friday, December 5, 2025.
The project is partially funded by Energy Efficiency and Conservation Block Grant (EECBG) and Montco 2040 Implementation Grant Program. The Township will apply for the Federal Investment Tax Credit (ITC) and PECO solar rebate at the completion of the project. Awarded contractor shall comply with requirements for same, including Build American, Buy America ACT (BABA). Successful bidder must have a Unique Entity ID (UEI) and be registered in the Central Contractor Registration (CCR) Data Bank at https://sam.gov (System for Award Management).
ATTENTION IS CALLED TO THE FACT THAT NOT LESS THAN THE MINIMUM SALARIES AND WAGES AS SET FORTH IN THE CONTRACT DOCUMENTS MUST BE PAID ON THIS PROJECT, AND THAT THE CONTRACTOR MUST ENSURE THAT EMPLOYEES AND APPLICANTS FOR THE EMPLOYMENT ARE NOT DISCRIMINATED AGAINST BECAUSE OF THEIR, RACE, COLOR, RELIGIOUS CREED, ANCESTRY, AGE, SEX, NATIONAL ORIGIN, PHYSICAL OR MENTAL DISABILITY, OR BECAUSE OF A PERSON'S SEXUAL ORIENTATION, GENDER IDENTITY OR GENDER EXPRESSION.
