Project Description: Bids for the PEDESTRIAN CROSSING SIGNAL PROJECT at the intersection of Penn Avenue and Hull Street shall be submitted online via PennBid until 10:00 A.M. prevailing time, Friday, September 5, 2025. Bids will be reviewed, awarded or rejected by Sinking Spring Borough Council at 3940 Penn Avenue, Sinking Spring, PA 19608 at their regularly scheduled meeting Thursday, September 11, 2025 at 7:00 P.M.
Work will generally consist of furnishing all labor, equipment and materials for the installation of rectangular rapid-flashing beacon pedestrian crossings at each corner including poles, sign, boring/trenching, conduit, electrical, restoration, maintenance and protection of traffic and all other work necessary for the completion of the project as identified in the project manual.
All work must conform to the most recent edition of PennDOT Publication 408 and referenced standards. Bidders must be a PennDOT Pre-qualified Prime or Pre-qualified Sub-Contractor for Work Class Code P.

A Bid Bond by acceptable surety or a certified check made payable to Sinking Spring Borough in the amount of ten percent (10%) of the Bid must be deposited by each bidder with their Bid. It is a requirement of this Contract that Bidder shall have a minimum five (5) year, five (5) project documented experience in the type of Work required by this Project. It is a requirement of this Contract that at least 50% of the Work be performed by Bidder’s own work force, not by subcontractor(s). As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the “Public Works Employment Verification Act”. The successful bidder, when awarded a contract, shall furnish Performance and Payment Bonds (with suitable surety) as specified in the contract.
Notice is hereby given to bidders that the contract is subject to the provisions of the Pennsylvania Prevailing Wage Act.
This project is financed by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA).
Sinking Spring Borough, at its option, hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities, not involving price, in any or all Bids.
