Summary

The county's intent for this project is as follows:

It is the purpose of this Request for Qualifications (RFQ) for Professional Services (PS) to engage a Florida Department of Transportation (FDOT) pre-qualified consulting engineering firm (hereinafter referred to as the CONSULTANT) must provide pre-qualification for 2.0 Project Development Environmental Studies, pre-qualified professional Project Development & Environment (PD&E) services for: The extension of West Kingsfield Road (CR 186), designed as a two-lane roadway, from the realigned Beulah Road (CR 99) near the Perdido Landfill to west of Feldon Lane, approximately 2.1 miles in length. The extension will feature both urban and rural typical sections, including 6-foot sidewalks, curb and gutter, 12-foot travel lanes, and paved shoulders.

Background

The West Kingsfield Road Extension Phase 1 & 2 PD&E Study aims to evaluate and develop a comprehensive plan for expanding and improving West Kingsfield Road to meet current and future transportation needs in Escambia County. This project seeks to enhance roadway capacity, safety, and multimodal access by identifying optimal design solutions that balance environmental, social, and technical considerations. Through thorough environmental assessments, engineering analyses, and community engagement, the study will produce detailed conceptual plans and environmental documentation necessary for securing federal and state funding, ensuring regulatory compliance, and guiding subsequent project phases.
