REQUEST FOR PROPOSALS

The City of Claremont, NH is soliciting proposals for Payroll, Electronic Timesheets, Electronic Check Stub Services, and Export File Generation for import into the City’s financial system. The system needs to allow for multiple payroll policies(categories) and Collective Bargaining Agreements such as police special detail paid at a higher rate, bonus(s) and stipends.

The City will enter into a contract with the successful bidder after appropriate local approval.

BACKGROUND

The City of Claremont processes payroll in house, using limited electronic timesheets and excel spreadsheets for larger departments. The City of Claremont has approximately 200 employees, with some seasonal (example election workers). We print about 30 physical checks. Our electronic direct deposit file includes about 130 employees each pay period on average, and we email direct deposit statements. We have 5 Collective Bargaining Units, and we have 8-, 10-, 12- and 24-hour schedules throughout the city. The payroll service will process payroll, payroll taxes, New Hampshire Retirement System contributions, NH State Unemployment filings, and new hire filings. The City of Claremont will file worker’s compensation. The City of Claremont Fiscal Year is July 1st through June 30th. We would like to start the conversion process no later than January 2025.

PROPOSAL DEADLINE

Proposals are due in the City Manager's Office, City Hall, 58 Opera House Square, Claremont, NH 03743 by 2:00 p.m., Thursday, October 31, 2024. Proposals received after the deadline will be rejected.
