Paving 2.02 miles on Little Miami Scenic Trail

The Ohio Department of Natural Resources is requesting bids for : Paving 2.02 miles on Little         Miami Scenic Trail.

Project Background
The Little Miami State Park consists of a scenic trail, of which Ohio State Parks administer 51 miles, from Hedges Road near Xenia to Terrace Park, a suburb of Cincinnati.  This trail was a functioning railroad, turned into a paved scenic trail for park visitors to enjoy.  The project is resurfacing a portion of the Little Miami Scenic Trail in Warren County.

F. Mill existing asphalt, remove and dispose of material as specified in the documents.
G. Place new asphalt per ODOT CMS as specified in these documents.
H. Recondition aggregate shoulders per ODOT CMS Item 617. All adjacent shoulders shall be adjusted to meet and match finish grade of asphalt trail and slope away from the trail in such a way to create a safe and stable shoulder.
I. Provide all necessary supervision, labor, equipment, and materials to successfully complete the work.
J. Seal all joints and utility structures, placing grit as necessary, within 24 hours of completion of paving.
K. Clean up all debris from the performance of the work.
L. The Contractor shall be responsible for the preservation of all Public and Private property, per ODOT Specification 107.12. The contractor shall repair or replace any and all existing work damage during or due to the execution of the contract to equal or better condition prior to the damage, at their own expense. All said work to be repaired or replaced to the satisfaction of the ODNR Representative. Any damage to other utilities caused by the contractor shall be repaired by the appropriate utility owner at the Contractor's expense.
III. General Requirements
A. The Contractor, pursuant to the contract, shall at all times comply with all applicable Federal, State and local laws governing safety and health, including Federal Construction Safety Act (Public Law 91-54) Federal Register, April 17, 1971 (Title 29, Code of Federal Regulations, Part 1518 (No Part 1926) – Safety and Health Regulations for Construction.) The Contractor pursuant to the contract shall take any other needed actions on his own responsibility, or as directed by the ODNR, as reasonably necessary to protect the life and health of personnel on the job.
B. The completion date of the work shall be May 17, 2026. Requests for extensions will only be considered for delays caused by extreme weather conditions or the lack of availability of asphalt due to seasonal closure of plants.
C. Maintenance and protection of traffic, including but not limited to trail users, shall be the responsibility of the Contractor. No vehicular traffic, pedestrian traffic or bicycle traffic shall be permitted in the construction limits during work or on the newly completed surface course until adequate stability has been obtained and the material has cooled sufficiently to prevent distortion or loss of fines.
D. All work shall be in accordance with Ohio Department of Transportation’s Construction and Material Specifications from January 1, 2019, and include all associated supplemental specifications, unless modified by these criteria specifications.
IV. Specific Requirements
A. Milling Requirements
1.ODOT CMS ITEM 251 – PARTIAL DEPTH PAVEMENT REPAIR
• Remove existing bituminous pavement surface, with appropriate equipment, to a depth of 1.5 inches, as located and identified by the project limits, on the specified trail in preparation for overlay with surface course.
• For areas where the asphalt is damaged beyond 1.5 inches, the contractor shall mill to a depth as needed remove such damage and correct the subgrade as necessary to ensure a smooth, durable, and continuous final

Completion date is May 17, 2026 • Monday – Friday daylight hours only, any variations will be coordinated with Park Manager, Tiffany DeChant-Hunt • Contractor will be responsible for site clean-up • Contractor is responsible to supply all materials needed for the service

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.
Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
Site Visit & Point of Contact
Prior to submitting a bid response, offerors are encouraged to visit the site. Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

Prevailing Wage
All current wage rates apply for Warren County, Ohio. View Prevailing Wage Rates | Ohio Department of Commerce The Ohio Department of Commerce, Division of Labor and Worker Safety, Wage and Hour Bureau has identified that work in this solicitation and to be performed under contract may be subject to the requirements of Ohio Revised Code Sections 4115.03 to 4115.16, Prevailing Wage. Upon award of a Contract, the successful Contractor, and all of the sub-contractors, guarantees that the prevailing wage for the area, to include any adjustments thereto, as published by the Ohio Department of Commerce, Division of Labor and Worker Safety, Wage and Hour Bureau will apply to any workman assigned by the Contractor or all of the sub-contractors to this project. The DNR representative will serve as prevailing wage coordinator and will be responsible for proper application of labor rates as required by the Ohio Department of Commerce. Responsibilities of the Prevailing Wage Coordinator include, but are not limited to; setting up and maintaining payroll reports, monitoring when payments of wages are made, receiving the Contractor’s complete payroll records of each employee, establish procedures to monitor compliance, notify Contractor of any adjustment to the prevailing wage scales and report delinquencies on the part of the Contractor. The successful supplier and all of the sub-contractors shall strictly comply with the wage provisions of the contract.

Veteran-Friendly Business Enterprise Program
The Veteran-Friendly Business Enterprise (VBE) program provides preference or bonus points to certified companies competing for State contracts, including eligible construction services. The legal authority for the program is R.C. 9.318, while its administrative rules are found in OAC 123:5-1-01 and 123:5-1-16.
The VBE program applies to all state agencies' purchases made by bid or proposal under R.C. 125. The VBE program allows for:
1.Prices on bids submitted by veteran-friendly businesses to exceed those prices on bids submitted by businesses not certified as veteran-friendly by up to five percent and still be eligible for winning the award; and
2.Scores on proposals submitted by veteran-friendly businesses to be up to five percent lower than the proposal scores submitted by businesses not certified as veteran-friendly and still be eligible for winning the award.
Buy Ohio and Buy American
Buy Ohio and Buy American bid preferences are enabled by RC 125.09, RC 125.11, and OAC 123:5-1-06. These preferences permit bids containing products that are produced in Ohio or a border state, or the United States of America, to be selected for contract award even if they exceed prices offered in bids not containing Ohio, border state, or American products by no more than 5% or 6%, respectively.

The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services Agreement.  Example attached.
