Pavement Repair Blanket Purchase Agreement, Cape Cod Canal, Buzzards Bay, MA

The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of pavement repairs to the US Army Corps of Engineers Cape Cod Canal:

The Cape Cod Canal Project office is located at 40 Academy Drive, Buzzards Bay Massachusetts. The fieldwork sites include the following locations below:

1. Bourne Highway Bridge, Route 28-MA, Bourne, MA


2. Sagamore Highway Bridge, Route 6-US, Bourne, MA


3. North Service Road, Cape Cod Canal, Bourne & Sandwich, MA


4. South Service Road, Cape Cod Canal, Bourne & Sandwich, MA


5. Cape Cod Canal Field Office, 40 Academy Drive, Buzzards Bay, MA


6. Buzzards Bay Recreation Area, Main St, Buzzards Bay, MA


7. Sagamore Recreation Area, Canal Road, Sagamore, MA


8. Tidal Flats Recreation Area, Bell Road, Bourne, MA


9. Bourne Recreation Area, Sandwich Road, Bourne, MA


10. Midway Recreation Area, Sandwich Road, Bourne, MA


11. Sandwich Recreation Area, Freezer Road, Sandwich, MA

THE WORK CONSISTS OF:

1. Pavement Repairs: Removal of deteriorated pavement and installation of new pavement; Subgrade and subbase repairs and installation


2. Welding


3. Replace Pavement Markings


4. Traffic Control: Develop and execute traffic control; Provide police details with official vehicles.

The period of performance of the resulting agreement will be 36 months from the date of award. The BPA Master Limit is $250,000; where no single BPA Call may exceed $25,000 in total cost.

In accordance with FAR 13.303-3(a)(2), the Government is obligated only to the extent of authorized purchases actually made under the BPA.

Interested vendors are notified that the Government’s intent is to award multiple (up to three (3)) Blanket Purchase Agreements from this one solicitation.

This is not a request for quotes at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about January 29, 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov).

This procurement is set-aside for small business vendors. The applicable NAICS code is 237310 with a Small Business Size Standard of $45 Million.

ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
