NOTICE TO BIDDERS: Sealed bids for construction of the 2026 Pavement Maintenance Project,
addressed to the City of Troutdale, 219 E. Historic Columbia River Highway, Troutdale, OR 97060-2099,
telephone: (503) 665-5175, will be received by the City Recorder, Sarah Skroch, until 2:00 p.m. local time on
the 20th day of May, 2026. Any bids received after the specified time will not be considered.
BID OPENING:
The bids will be publicly opened and read aloud at 2:30 p.m. local time on the 20th
day of May, 2026 in the Kellogg Room at the Multnomah County’s Sheriff office located at 234 SW Kendall
Court, Troutdale, OR 97060-2099. The bid opening will be open to the public and can also be viewed live
using Zoom Meeting. The Zoom Meeting can be accessed using the web address and meeting ID below:

WORK TO BE DONE:
The work to be done consists of four phases of Pavement Maintenance
treatments: street pavement reconstruction & edge milling with 1.5” AC overlay, asphalt pavement repair,
slurry sealing, and crack sealing. No portion of the work shall commence before July 1, 2026 and all work
shall be completed by September 4, 2026, unless stated otherwise.
The street pavement reconstruction/edge milling with 1.5” AC overlay phase consists of:
Removal of approximately 2,014 square yards of 2”- 4” deep existing surfacings
Approximately 587 cubic yards of general excavation
Installation of approximately 503 tons of 1”-0 aggregate base
Installation of approximately 659 tons of level 2, ½” ACP
The street reconstruction/edge milling with 1.5” AC overlay phase shall not begin before August 1, 2026 and
shall have a 14 calendar day performance time.
The asphalt pavement repair phase consists of approximately 290 square yards of 4” asphalt concrete
pavement repair. The asphalt pavement repairs to each given street must be completed before the slurry seal
can be applied. The asphalt pavement repair phase shall have a 60 calendar day performance time.
The slurry seal phase consists of asphaltic pavement surface preparation and application of Type II Slurry
Seal on approximately 46,500 square yards of City of Troutdale streets. The slurry sealing phase shall have a
30 calendar day performance time.
The crack sealing phase consists of asphaltic crack prep work followed by application of approximately
28,000 pounds of approved crack sealing compound on identified sections of City of Troutdale streets. Crack
sealing phase shall have a 21 calendar day performance.

PREVAILING WAGE:
This is a contract for a public work subject to ORS 279C.800 to 279C.870.
PRE-QUALIFICATION: Prequalification is not required. However, contractors must submit the
Contractor Responsibility Inquiry Form with their bid (see Special Provisions 00120.03).
