Summary

In general, the County of Sacramento (“County”) is soliciting proposals to provide professional services for cleaning up the County’s pavement management system, collecting pavement condition data, updating the County’s pavement management system with the condition data results, and producing a Pavement Condition Report.

Background

The County’s roadway network consists of approximately 2,224 centerline miles:

  • About 196 centerline miles of arterial roads.
  • About 395 centerline miles of collector roads.
  • About 1,633 centerline miles of residential roads.

The County uses the current version of StreetSaver Online (StreetSaver) as its pavement management system. StreetSaver was developed by the Metropolitan Transportation Commission (MTC) and is accessed through a Google Chrome web browser. StreetSaver needs up-to-date roadway system and pavement condition data to manage and prioritize pavement treatments.
Pavement condition data for all County maintained roadways was last collected in 2017 (County Supervisorial District 3) and 2018 (County Supervisorial Districts 1, 2, 4, and 5) by Nichols Consulting Engineers (NCE) using semi-automated surveys. Prior to the 2017 and 2018 pavement condition data collection, the County’s StreetSaver database was reviewed and cleaned up by Department of Transportation (DOT) and NCE staff, focusing on checking/fixing roadway continuity, fixing broken GIS linkages, and adding obvious missing roadways.
On February 26, 2019, DOT gave a presentation to the County Board of Supervisors about the County’s pavement maintenance. DOT discussed current pavement condition status, backlog, funding, and future pavement condition given budget scenarios (YouTube Link, 4:33:15 to 5:40:57). The Board presentation material included a staff report, presentation, and Pavement Condition Report.

Between 2020 and 2022, DOT staff checked and updated StreetSaver data for most County maintained residential roadways; the data for County maintained arterial and collector roadways was only partially completed. In 2024, County Supervisorial District 3 was checked for missing County maintained residential roadways, and any missing roadways that were found were added to StreetSaver.
Every December, (1) County maintained roadways that are paved or slurry sealed are updated in StreetSaver by creating “Maintenance & Rehabilitation” records and (2) DOT issues a “PCI Report for the Trench Cut Fee Program” (Attachment 6). This report is an excellent resource for the Proposer to see how the County roadway network is segmentized (approximately 8,300 County maintained road segments and 1,600 non-maintained road segments) and the pavement condition of each segment.
