NOTICE OF INTENT TO SOLE SOURCE

The Port Authority of New York and New Jersey intends to establish a sole source

requirement contract with Westinghouse Air Brake Technologies Corp. (WABTEC), located in Plattsburg, NY, to provide the following:

TITLE: PATH PA-4 AND PA-5 RAILCAR AIR BRAKE SYSTEM KITS AND PARTS AND OTHER MISCELLANEOUS RAILCAR PARTS, THREE (3) YEAR REQUIREMENTS CONTRACT

BRIEF DESCRIPTION: WABTEC is the Original Equipment Manufacturer of the materials on the proposed contract, which is comprised of, but not limited to, brake valves, couplers, compressor components, suspension components, master controllers, lubricants, sensors, gear yolk assemblies, compressor assemblies, electronics, and current shoe collectors. All materials to be purchased must be compatible (e.g. form, fit and function) with existing OEM parts and systems, and must comply with Federal Railroad Administration standards, as applicable.

August 25, 2025. The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement, but reserves the right to solicit proposals.
