INVITATION TO BID
The Frederick County Procurement & Contracting Department, Winchester Hall, 12 East Church Street,
Frederick, Maryland 21701, will receive sealed proposals for:
Patching and Repair of Various Frederick County Roadways (FY 2019)
Bid No. 19-397-CP
The subject project work is located in Frederick County and includes patching (full depth, partial depth
and/or surface), crack sealing, installation of underdrains, and/or “utility” patching on various roadways
experiencing pavement distresses.
A non-mandatory Pre-Bid Conference will be conducted on February 26, 2019 at 2:00 p.m., local time
in the Winchester Room, 2nd Floor, Winchester Hall, 12 East Church Street, Frederick, Maryland 21701.
PROJECT CLASSIFICATION D ($ 1,000,001 - $2,500,000 cost group estimate range).
The Frederick County Procurement & Contracting Department will accept sealed proposals for the subject
project in the Procurement & Contracting Department, Winchester Hall, 12 East Church Street, Frederick,
Maryland 21701, until 2:00 p.m., local time, on March 13, 2019 at which time and place they will be
opened publicly and read.
Bids must be made in accordance with the requirements in the bid documents.
There is no charge for the bid documents.

Supplier registration in Frederick County’s new procurement system is strongly encouraged
and is now required in order to be awarded a bid. At a yet to be determined future date bid
announcements will only be made by the new system. In order to register in the new
procurement system please go to the following web page (note: it is necessary to submit a W-
9 with your registration):

NOTICE: CONTRACTORS, SUBCONTRACTORS and SUPPLIERS THAT DO NOT REGISTER WILL NOT RECEIVE
NOTIFICATION OF ADDENDA; THEREFORE, THE COUNTY ASSUMES NO RESPONSIBILITY FOR THE FAILURE
OF NON-REGISTERED ENTITIES TO RECEIVE ADDENDA.
No bids will be considered unless accompanied by a certified check, cashier’s check or a treasurer’s check
drawn on a bank or a bid bond payable to Frederick County, Maryland, in the amount of 5 percent of the
total bid price.
In addition, the successful bidder shall furnish a Payment Bond and a Performance Bond in the full amount
of the contract award. The successful bidder shall give bond, and comply with the Acts of the General
Assembly of Maryland respecting Contracts.
Frederick County reserves the right to accept or reject any and/or all bids and to waive any informalities
or irregularities in the bidding.

Subsequent to the pre-bid conference, all questions concerning this invitation to bid shall be submitted in
writing to Justin Hedges, Procurement Team Leader, 12 East Church Street, Frederick, Maryland 21701
via email at: JHedges@frederickcountymd.gov . Mr. Hedges may be reached via telephone at (301) 600-
1002. The deadline for submission of questions is March 4, 2019.

ten working days prior to the pre-bid conference.
