REQUEST FOR QUALIFICATIONS
PART-TIME COMMISSIONER & PRO TEMPORE JUDGE
BREMERTON MUNICIPAL COURT
Bremerton Municipal Court is seeking qualified attorneys to serve as part-time Commissioner and Pro Tempore Judges
on an as-needed basis. The Court handles criminal misdemeanors, gross misdemeanors, infractions, and vehicle
impounds within the City of Bremerton’s jurisdiction. The Commissioner would appear on recurring calendars as
arranged with the presiding judge. Pro Tem Judges fill in during judicial absences, conflicts, training, or other
circumstances requiring supplemental judicial coverage.
Commissioner and Pro Tem Judges may be assigned to:
-Preside over criminal and civil hearings, including arraignments, pretrial hearings, motions, trials, sentencing, probation
review, and other proceedings.
- Ensure proceedings are conducted fairly, efficiently, and in accordance with Washington State law, court rules, and
local procedures.
- Maintain professionalism, impartiality, and judicial demeanor in all interactions.
- Complete necessary documentation, orders, and judicial entries accurately and timely.
- Communicate and collaborate effectively with court staff, attorneys, and members of the public.
Minimum Qualifications
- Be licensed to practice law in the State of Washington and in good standing with the Washington State Bar Association.
- Have a minimum of five (5) years of legal experience, preferably including criminal practice, municipal law, or
judicial/administrative hearing experience.
- Demonstrate strong knowledge of Washington criminal procedure, evidence, infraction rules, and judicial ethics.
- Possess strong communication skills, decisiveness, integrity, and the ability to manage a high-volume courtroom.
- Have completed (or be willing to complete at the first available opportunity) the Washington State Bar Association Pro
Tempore Training
Preferred Qualifications
- Prior judicial, Pro Tem, or administrative hearing officer experience.
- Experience in municipal courts or courts of limited jurisdiction.
- Familiarity with courtroom technology, case management systems, and remote-hearing platforms.
Term & Compensation
- Appointments are made at the discretion of the Presiding Judge.
- Pro Tem Judges serve on an on-call, as-needed basis.
- Compensation is provided at the established daily/hourly Pro Tem rate adopted by the City of Bremerton.
