NOTICE TO BIDDERS
Sealed Bids will be received by the Ohio Turnpike and Infrastructure Commission
(“Commission”) from Bidders subscribing to Bid Express (https://www.bidexpress.com) and
selecting the following Project for Bidding:

WOOD COUNTY, OHIO
Bids are to be submitted in accordance with the Contract Documents prepared by the Commission.
Prevailing Wage Rates and Equal Employment Opportunity requirements apply to this
Project.
The Small Business Enterprise (SBE) Goal applicable to this Project is 10%.
Failure to certify a commitment to meet the SBE Goal or failure to satisfactorily demonstrate Good
Faith Efforts used to attain SBE participation for this project shall be grounds for the Commission
to consider the Bid nonresponsive and may cause the Bid to be rejected.
Pollution Liability Insurance is required under GC Art. 12.1.3 for this Project.
Bids will be received for this Project, which includes the following:
Part A:
Removal by milling of three (3) inches of existing asphalt pavement in the center and right lanes
of the mainline, removal by milling of two (2) inches of existing asphalt in the left lane and left
and right shoulder, mill and fill of the Sonic Nap Alert Pattern (“SNAPs”) in the left shoulder,
resurfacing of the pavement and shoulders to the thickness specified in the Drawings, patching of
concrete bridge decks and abutment slabs, concrete weatherproofing of bridges, full depth
pavement repairs, installation of raised pavement markers and permanent pavement striping and/or
other pavement markings, upgrading of guardrail, installation of SNAPs, and temporary traffic
control, in both Eastbound and Westbound lanes.
Part B:
Rehabilitation of the bridge deck at M.P. 71.4 by use of hydrodemolition and place a microsilica
modified concrete overlay, sealing of construction joints, substructure repair, bearing replacement,
performing concrete weatherproofing, maintenance of traffic and all other items incidental to the
completion of the Work.
All Work is to be performed as per the Plans, Drawings, Specifications, Special Provisions,
Technical Specifications, and other Contract Documents for this Project.
Bids will be accepted until March 27, 2024, at 2:00 P.M. (Eastern Time), when all Bids will be
accessed, opened and read aloud. Bidders should submit all questions no later than seven (7) days
prior to Bid Opening.

Express® (https://www.bidexpress.com). However, Bidders must obtain a paid subscription to Bid
Express and select the Project for Bidding to submit a Bid.
The Contract Documents may be reviewed for bidding purposes without charge by registering and

A Contract will be awarded, if any award be made, to the Bidder determined to have submitted the
lowest responsive and responsible Bid for the performance of the Work. The Commission reserves
the right to reject any and all Bids and to waive minor irregularities or technical deficiencies.
