4.0 PROJECT SPECIAL PROVISIONS
SECTION 00190 – MEASUREMENT OF PAY QUANTITIES
00190.15 Payment Summary – Add the following payment summaries to the end of this
section:
29. SANITARY SEWER BYPASS - This Work consists of developing a plan, and
furnishing, installing, operating, and maintaining, sewer bypass when working on
existing sanitary sewer sections. Payment will be in full for furnishing the required
plan, all required materials, installation, maintaining and removing the bypass
materials when complete. Payment will be lump sum per each culvert crossing.
30. SANITARY SEWER PIPE - This Work consists of constructing or reconstructing,
sanitary sewer pipes in the kinds, sizes, and lengths and at the locations shown
or as directed to the lines and grades established. The Work includes furnishing
and constructing Joints and connections to other drainage Structures or systems,
as necessary, for complete installation. Payment will be payment in full for
furnishing and placing all Materials, and for furnishing all Equipment, labor, and
Incidentals necessary to complete the Work as specified. To include trench
excavation, bedding, pipe zone Material, and trench backfill for pipes 72 inches
and less in diameter, pipe plugs, stoppers, and other required fittings, tracer wire,
and air, Joint, and deflection testing. Payment will be by the measured, installed
foot.
31. DUCTILE WATERLINE - This Work consists of constructing potable water pipe
and fittings 16 inches and smaller in diameter. Payment will be payment in full for
furnishing and placing all Materials, and for furnishing all Equipment, labor, and
Incidentals necessary to complete the Work as specified to include trench
excavation, bedding, pipe zone Material, and trench backfill, pipe plugs, stoppers,

and other required fittings, tracer wire, and markers balls, concrete thrust blocks,
marking tape, polyethylene encasement, disinfection, flushing, and testing.
Payment will be by the installed, measured foot.
32. CONNECT TO EXISTING WATERLINE - This Work consists of connecting new
waterlines to existing pipes. Payment will be payment in full for furnishing and
placing all Materials, and for furnishing all Equipment, labor, and Incidentals
necessary to complete the Work as specified to include trench excavation,
bedding, pipe zone Material, and trench backfill, pipe plugs, stoppers, and other
required fittings, tracer wire, and markers balls, concrete thrust blocks, marking
tape, polyethylene encasement, disinfection, flushing, and testing. Payment will
be by each.
33. CONNECT TO EXISTING SANITARY SEWER - This Work consists of
connecting new sewer lines or manholes to existing pipes. Payment will be
payment in full for furnishing and placing all Materials, and for furnishing all
Equipment, labor, and Incidentals necessary to complete the Work as specified
to include trench excavation, bedding, pipe zone Material, and trench backfill,
pipe plugs, stoppers, and other required fittings, and tracer wire. Payment will be
by each.
34. CONCRETE SANITARY SEWER MANHOLE, 48” - This Work consists of
purchasing and installation of standard, 48-inch diameter manhole. Payment will
be payment in full for furnishing and placing all Materials, and for furnishing all
Equipment, labor, and Incidentals necessary to complete the Work as specified
to include excavation, bedding, backfill, pipe plugs, stoppers, and other required
fittings, and tracer wire, grouting, cleaning, and predelivery and post construction
acceptance testing. Payment will be by each.
35. CONCRETE SANITARY SEWER MANHOLE, OUTSIDE DROP - This Work
consists of purchasing and installation of an outside drop manhole. Payment will
be payment in full for furnishing and placing all Materials, and for furnishing all
Equipment, labor, and Incidentals necessary to complete the Work as specified
to include excavation, bedding, backfill, pipe plugs, stoppers, and other required
fittings, and tracer wire, grouting, cleaning, and predelivery and post construction
acceptance testing. No additional payment will be made for exterior drop piping
or concrete. Payment will be by each.
36. REMOVE AND REBUILD EXISTING FENCE – This work consists of removing
and rebuilding existing Fences as shown or directed. Construct Fences to
approximately the same condition as the original Fence. Salvage the materials
in existing Fences to be removed and rebuilt and incorporate in the rebuilt
Fences. Replace fence materials damaged beyond reuse at no additional cost
to the Agency. Firmly reset posts to match the existing alignment. Post spacing
and the number of wires to be strung and stapled to the posts shall be the same
as the original Fence. Furnish and use new staples or clips to fasten the wires
to the posts.
37. RECONNECT EXTG. SANITARY SEWER LATERALS - This Work consists of
constructing or reconstructing, sanitary sewer laterals in the kinds, sizes, and
lengths and at the locations shown or as directed to the lines and grades
established. The Work includes furnishing and constructing Joints and
connections to the new mainline and existing laterals, as necessary, for complete
installation. Payment will be payment in full for furnishing and placing all
Materials, and for furnishing all Equipment, labor, and Incidentals necessary to
complete the Work as specified. To include trench excavation, bedding, pipe
zone Material, and trench backfill, pipe plugs, stoppers, and other required

fittings, tracer wire, and air, Joint, and deflection testing. Payment will be by each,
with no additional payment for piping.
Add or append the existing with the following special provisions.
SECTION 00445 - SANITARY, STORM, CULVERT, SIPHON, AND IRRIGATION PIPE
Comply with Section 00445 of the Standard Specifications modified as follows:
00445.10 General – Add the following paragraph after the third paragraph; Wherever sewer
mains cross water lines with less than 18 inches of vertical clearance, the sewer main shall be
C900 PVC, DR18 conforming to 02470.40 for the entire distance between manholes. Wherever
sewer laterals cross water lines with less than 18 inches of vertical clearance, the sewer lateral
shall be C900 PVC or ductile iron pipe for a minimum distance of 9 feet on each side of the
waterline, centering the pipe section on the waterline.
00445.11 Materials – Add the following bullets to the end of this subsection:
(f) Pipe Materials - See profile on construction plans for pipe material designation Unless
specified otherwise, all sanitary sewer pipe used on this project shall be 3034, SDR35 Polyvinyl
Chloride (PVC) Pipe conform to 02410.70. All service Tee connections shall be gasketed PVC
factory fabricated sections meeting the same requirements as the pipe. Ductile Iron Pipe shall
be Class 50 when called out on plans. Use centrifugally cast ductile iron pipe meeting the
requirements of AWWA C151. Ductile iron pipe shall have a Protecto 401 Ceramic Epoxy lining
or approved equal. Joints shall conform to AWWA C111/A21.11-00 for push on rubber gasket
joints and shall be Tyton® or approved equal. Joint gaskets including gasket lubricant shall be
furnished with the fittings. Sanitary sewer pipe used as carrier pipe shall be C900 PVC, DR18
conforming to 2470.40.
00445.11(e) Tracer Wire – Tracer wire shall be 12-gauge solid copper insulated high molecular
weight polyethylene (HMW-PE) tracer wire. The HMW-PE insulated cover shall be green and a
minimum 45 mil thick. The wire shall be UL rated for 140°F.
Construction
00445.40(b) Line and Grade -
Add the following bullet to the end of this section: .
Standing water in excess of 3/8 inch
00445.43(c) PVC Pipe – Add the following at the end of this section:
Field verify size of existing sanitary service lines located near the property line prior to placing
mainline pipe and required Tee section. Match the Tee to the appropriate service size along
with the service pipe size between the mainline and property line. Size shall be 4-inch minimum.
If 6-inch line is used into the dwelling, then use 6-inch from the main line. No additional
payments will be made for 6-inch services.
00445.70(b) Siphon, Irrigation and Sanitary Sewer Installations – Delete the last sentence
and substitute the following:

Contractor shall perform deflection and air testing on full pipe runs. The agency will perform a
video inspection.
00445.72(b) Hydrostatic Testing – Delete this subsection for Sanitary Sewer Pipe testing.
00445.72(c) Air Testing – Replace this subsection, except for the subsection number and title,
with the following: The pressure test gauge used in air testing shall have a minimum divisions of
0.1 psi and an accuracy of 0.0625 psi. The test procedure is as follows
(1) Add air slowly to the section of system being tested until the internal air pressure is
raised to 4 psi greater than the average back pressure due to groundwater. When
acceptable to the engineer, 5 psi may be used to account for groundwater.
(2) After the test pressure is reach, allow at least 2 minutes for the air temperature to
stabilize, adding only the amount of air required to maintain pressure.
(3) After the temperature stabilization, disconnect the air supply.
(4) Monitor the pressure gauge for the minimum time required. There will be no internal air
pressure drop allowed with 3034 PVC pipe. In no case shall length of test (T) be less
than the following chart.

00445.74 Video Inspection of Sanitary and Storm Sewers – Replace this subsection, except
for the subsection number and title, with the following:
Video inspection will be performed once by RUSA 30 days after the trench is completely
backfilled at no cost to the contractor. Prior video inspections or subsequent video inspections
will be performed by the agency at the contractor’s expense. The contractor will be charged for
subsequent testing required due to failing tests and will be deducted from contract payments per
00195.502(a-5).
00445.91 Payment – Add the following to the description for item (b):
In item (b) payment will be made on a length basis on the service laterals regardless of method
of installation and will include payment in full for furnishing and placing all materials, and for
furnishing all equipment labor, clean-outs, tee’s, wye’s, caps, covers and other fittings along
with incidentals necessary to complete the work as specified. No additional payments will be
made for 6” services.
SECTION 00470 - MANHOLES, CATCH BASINS, AND INLETS
Comply with Section 00470 of the Standard Specifications modified as follows:
00470.11 Precast Concrete Manholes and Bases – Add the following after the first paragraph:
Sanitary manhole cone sections shall have a concentric opening. All sanitary manholes shall be
48-inch nominal inside diameter unless specified otherwise. Connections to existing manholes
shall be cored or saw cut only.
