Request for Qualifications for Engineering Services
Design and Construction Services
1. Project: Parkview Road Water Line Extension
Caldwell County is seeking a qualified engineering firm for the Preliminary Design, and
Construction Services for the Parkview Road Water Line Extension. Parkview Road is
located in the Oakhill Community of Caldwell County. The project includes installation of
approximately 5,500 feet of 8-inch ductile iron water line, connection to existing infrastructure,
valves, hydrants, easement coordination, permitting, and construction administration.
2. Scope of Services
Services include preliminary engineering, surveying, design documents, permitting assistance,
bid-phase support, construction administration, inspections, and record drawings.
3. Mini-Brooks Act Compliance (G.S. 143-64.31)
This RFQ follows the North Carolina Mini-Brooks Act requiring qualifications-based selection.
No fees or cost proposals shall be submitted. After ranking, Caldwell County will negotiate
compensation only with the highest-ranked firm.
4. Submission Details and Requirements
Submit TWO (2) hard copies and ONE (1) electronic copy on a flash drive (no more than 30
pages double-sided). Firms must demonstrate expertise, capacity, experience, familiarity with
Caldwell County, and adequate insurance.
5. Evaluation Criteria
A County staff review committee will rank proposals based on the following criteria:

6. Labor Rates / Costs
Labor rates and reimbursables may be requested only after ranking, during contract negotiations.
7. Deadlines and Submission
Publish Date: July 27, 2026
Closing Date: August 13, 2026 at 2:00 PM (Proposals received after this time will not be
considered.)
Submittal Format: TWO (2) hard copies of the proposal (no more than 30 pages
double-sided) and ONE (1) electronic copy on a flash drive.
