TREE REMOVAL AND HAULING SERVICES
CITY OF SALINA, KANSAS
RFP Issue Date: June 18, 2026
Proposal Title: Removal and Hauling of 25 Trees at Six Locations
Department: Parks and Recreation
The City of Salina, Kansas, is requesting sealed proposals from qualified contractors to
provide all labor, supervision, equipment, tools, rigging, hauling, disposal, traffic and
pedestrian control, and site cleanup necessary to remove and haul away twenty-five (25)
trees located at six (6) City park properties. These removals are anticipated to be difficult
and require adequate equipment, experienced personnel, and a higher level of technical
complexity due to size, condition, access constraints, proximity to infrastructure, and
public-use areas.
1. Project Locations
The work will occur at the following locations:

* Gypsum Hill Cemetery 2020 E. Iron Ave. Salina, KS
* Thomas Park 1525 N 9th St, Salina, KS
* Country Club Park 5 Crestview Dr, Salina, KS
* Sunset Park 700 Sunset Dr. Salina, KS
2. Scope of Work
The selected contractor shall furnish all labor, materials, equipment, supervision,
transportation, hauling, disposal, and incidentals necessary to complete the work.
Services shall include, but are not limited to:
* Removal of designated trees identified by the City.
* Hauling and lawful disposal of all logs, limbs, brush, wood, and related debris.
* Use of cranes, aerial lifts, loaders, climbing systems, rigging, and other specialized
equipment as needed
* Protection of adjacent trees, turf, sidewalks, curbs, streets, irrigation, utilities,
headstones, fencing, shelters, playgrounds, and other public improvements
* Work zone protection and pedestrian/public safety controls during operations

* Final site cleanup, leaving each location in neat condition
Unless otherwise approved in writing by the City, stump grinding is not included in this
Request for Proposals.
3. Contractor Qualifications
Proposers shall demonstrate experience performing difficult or high-risk tree removals of
similar scope, especially in parks, cemeteries, or other public-use settings. Proposers
should have:
* Qualified supervisory staff and trained field personnel
* Adequate equipment to perform complex removals safely and efficiently
* Experience in protecting public property and minimizing disruption
* Appropriate business licensing and insurance coverage
* A satisfactory safety record
4. Proposal Submittal Requirements
Proposals should be prepared to communicate the following after bid closing:
A. Qualifications and Experience
A summary of similar projects completed within the last five (5) years, including
municipal or public sector work if available.
B. Project Schedule
Estimated start date, number of working days required, and confirmation of ability
to complete the work within the City's requested timeframe.
C. Insurance
Proof of current insurance or a certificate sample showing general liability,
automobile liability, and workers compensation coverage.
5. Price Proposal
Proposers shall submit a lump sum price for each location listed below. Pricing shall
include all labor, equipment, supervision, hauling, disposal, traffic and pedestrian control,
and cleanup necessary to complete the work at that location.

The City reserves the right to award by individual location, multiple locations, or total
project, whichever is deemed to be in the best interest of the City.
The City reserves the right to reject any or all proposals, waive minor informalities, request
clarification of proposals, and accept the proposal or proposals deemed most
advantageous to the City.
6. General Conditions
The contractor shall verify site conditions prior to beginning work. All work shall be
performed in compliance with applicable federal, state, and local laws, regulations, and
safety standards, including OSHA requirements. The contractor shall be responsible for
any damage caused by its operations and shall restore affected areas to a neat and stable
condition.
Work shall be coordinated with City staff to minimize disruption to public access and
normal operations. The contractor shall maintain secure work zones and shall not leave
hazardous conditions unattended.
The selected contractor shall not assign or subcontract the work without prior written
approval from the City.

9. Reservation of Rights
The City of Salina reserves the right to:
* Reject any or all proposals
* Cancel, revise, or reissue this RFP
* Request additional information from any proposer
* Investigate proposer qualifications
* Award by individual location, grouped locations, or total project
* Negotiate terms with the selected proposer or proposers
10. Signature
