The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering & enforcing purchasing policies & procedures; identifying & establishing procurement strategies, methods & processes; and providing assistance with solicitation development, negotiations & contract awards.

All formal solicitations and select informal solicitations (requests for quotes) will be published here and be advertised on the State of Maryland’s eMaryland Marketplace . Vendors interested in doing business with the City should register with eMaryland Marketplace. The purpose of the request for proposals is to solicit sealed proposals from qualified firms to establish a contract through competitive negotiation to provide, configure, and implement a comprehensive, efficient, modern and robust Parking Management System (System) for parking enforcement and parking permits.

The system will, at a minimum, be capable of automating the City’s parking enforcement and parking permit processes as described herein.

The system should be fully implemented no later than June 1, 2025.
