Proposals are being requested from qualified engineering consultants to furnish structural analysis,
assessment, recommendation and design services for the City of Casper Downtown Parking
Garage (230 South Wolcott Street) and Casper Business Center Parking Garage (123 West 1st
Street). The intent of this project is to analyze the existing condition of the structure (structural
members, reinforcement, concrete, surfaces, and facades) that will improve and increase the
usability and longevity of the parking garages. This analysis is to be done at each parking garage
to obtain recommendations and designs for all necessary improvements.
Such proposals will be received by the City of Casper Public Services Department,
City Engineering Division, 200 North David, Casper, Wyoming, until 4:00 p.m., Local time,
July 29, 2026.
PROJECT DESCRIPTION
The City of Casper ("City") would like to request proposals for structural analysis, assessment,
recommendations, designs for repairs, and a total project cost estimation including design and
construction for repairs at the City of Casper Downtown Parking Garage and the Casper Business
Center Parking Garage ("Garages"). The Garages were built in the late 1970s and are beginning
to show signs of degradation of the concrete throughout the structure.
Pictures were taken of the concrete condition at the Garages in the spring and summer of 2026.
These pictures are provided at the following link, and interested Consultants will need to be granted
access by the City of Casper:

FUNDING
The funds for this project come from the City of Casper Community Development Department,
and $300,000.00 are available for analysis, assessment, design and construction of repairs.
SCOPE OF SERVICES
The Scope of Services shall, at a minimum, include the following:
A. Analysis and Report (This shall be a separate, itemized Consultant fee.)
1. The Consultant shall analyze and assess the existing structural
member/reinforcement/concrete condition throughout the Garage in order to
determine the type, extent, and constructability of necessary repairs to the structure
and provide recommendations.
a. This analysis and report shall include, but not be limited to, total project
cost estimate, the consideration of structural member, reinforcement, and
concrete replacement, addition of drainage sites and relief assessment,
concrete repairs and sealants, surfacing improvements, and any other
repairs or improvements necessary to improve the concrete and structural
condition and increase the longevity and sustainability of the Garage.
b. The analysis and report shall be delivered to City Engineering Staff via
email and shall be in PDF format. The Consultant shall schedule a meeting
with City Engineering Staff, Community Development, Police Department
and the City's Parking Garage Manager (Republic Parking) within two (2)
weeks after analysis and report delivery.
B. Design (This shall be a separate, itemized Consultant fee.)
1. The Consultant shall prepare construction design documents for the necessary
repairs.
2. The Consultant shall conduct and organize a minimum of one (1) on-site inspection
and one (1) on-site meeting with the Owner to review the existing design and cost
estimate for the Project. The purpose of the meetings is to acquire and review
existing design information with the Owner and for Owner input on the design and
discuss project considerations, details, cost, schedule, challenges, etc.
3. The Consultant shall prepare drawings of the design on a computer-aided drafting
format. The Digital format shall be DXF/DWG and be compatible with AUTOCAD
Version 2023 release or later. In preparing the drawings, the Consultant shall use
the City of Casper standard layer template and name conventions, external
reference binding, and nonproprietary fonts. The Consultant shall also provide a set

of plans in 11" x 17" paper copy which is to be approved and signed by a licensed
Professional Structural Engineer registered in the State of Wyoming, and a
complete set of plans electronically in a PDF format via email to City Engineering
Staff that can be printed as a complete set, ready for reproduction if needed, and all
CAD files associated with the project. The project will be designed and presented
to the City of Casper in accordance with Casper Municipal Code Chapter 16.18.
The Consultant shall retain project documents for a minimum of 5 years and
provide copies upon request.
C. Cost Estimate (This shall be a separate, itemized Consultant fee.)
1. The Consultant shall prepare another cost estimate for the construction work once
design is approximately 90% complete.
2. The cost estimate, developed using industry standard data (RS Means or equivalent)
and professional judgement, shall be submitted to the City as Microsoft Excel
spreadsheets, both as a paper copy and electronically in a format that can be printed,
ready for reproduction if needed.
D. Subconsultants
1. The Consultant shall be responsible for procuring any sub-consultant to complete
the work if necessary, including but not limited to electrical, mechanical, civil, and
geotechnical.
2. The Owner and the Consultant shall mutually approve, in writing, the use of any
subconsultants that the Consultant desires to use.
3. The Consultant shall be responsible for the administration, management,
procurement, and payment of services provided by the subconsultant(s).
E. Project Manual
1. The Consultant shall prepare Technical Specifications covering the required work
for the project.
2. The Consultant shall prepare Construction Drawings and Specifications in
accordance with the most current City of Casper Standard Specifications for Public
Works Construction and Infrastructure Improvements, Building and Municipal
codes, and all other requirements of local Authorities Having Jurisdiction.
3. General Conditions and Supplemental Conditions of the Specifications shall be
based on current City of Casper approved documents.
4. The Consultant shall prepare a Project Manual to include the following:

a. Technical Specifications.
b. Bid Schedule to accompany the Owner's Bid Form.
c. Edited "front end" documents of the Project Manual supplied by the City
Engineering Office. The documents supplied will consist of Advertisement for
Bids, Instruction to Bidders, Performance and Payment Bonds, Bid Bond and
Form, Agreement between Owner and Contractor, General Required
Conditions, and Supplementary Conditions. The Consultant shall include all
Gran-related bidding documents. The Consultant shall review these documents,
insert modifications where necessary, and return them for final review. After
the front-end documents are reviewed by the Owner, the Consultant shall
incorporate any changes into the Project Manual.
d. The Consultant shall affix their professional engineer's stamp, date, and
signature to the front cover of the project manual in accordance with Wyoming
State Registration Statutes.
F. Final Bidding Documents (This shall be a separate, itemized Consultant fee.)
1. The Consultant shall provide the City Engineering Office a digital PDF set via
email of the Bidding Documents at the completion of the design. The Consultant
shall affix their registration stamp, date, and signature to the Bidding Documents
in accordance with Wyoming State Registration Statutes.
2. The Consultant shall submit to the City, at a minimum, final drawings consisting
of plan sheets showing all necessary details related to this project.
3. The Consultant shall provide the City Engineering Office a copy of final drawings
of the project in AUTOCAD and PDF format labeled "CITY PARKING
GARAGES - BIDDING DOCUMENTS, PROJECT No. 26-011".
4. The Consultant shall attend and take part in pre-bid meetings and provide all
necessary addenda for bidding. The Consultant shall provide a bid review and
tabulation and recommendation of the bids received.
G. Construction Phase (This shall be a separate, itemized Consultant fee.)
1. General Administration of Construction Contract. The Consultant shall consult
with and advise the Owner and act as the Owner's representative as provided in
Articles 1 through 17, inclusive, of the Standard General Conditions of the
Construction Contract, No. 1910-8 (1990 edition) of the Engineer's Joint Contract
Documents Committee, as amended by the Supplementary Conditions. The extent
and limitations of the duties, responsibilities, and authority of the Consultant, as
assigned in said Standard General Conditions, as amended, shall not be modified,

except as the Consultant and the Owner may otherwise agree in writing. All of the
Owner's instructions to the Contractor(s) will be issued through the Consultant who
will have authority to act on behalf of the Owner to the extent provided in said
Standard General Conditions, as amended, except as otherwise provided in writing.
The Consultant shall meet with the Owner throughout the construction phase as
deemed necessary by the Consultant or Owner, but not less than one (1) time per
week. During these visits, the Consultant is to record project progress, take pictures,
and keep any other records deemed necessary by the Consultant or Owner.
2. Pre-construction Conference. The Consultant shall organize and conduct a pre-
construction conference with the successful bidder, and shall invite representatives
of all affected utilities, the City staff, and the project team. The Consultant will
prepare minutes of this conference for future reference and shall supply a copy to
the Owner. At this conference, the Consultant will deliver up to three (3) copies of
the Contract Documents to the successful bidder.
3. Project Coordination. The Consultant shall be responsible for coordination with
Republic Parking, the City's Parking Garage Manager, and other entities as
required to construct the improvements. This shall include timely notification of
construction activities as necessary and the procurement of all necessary
certifications from the appropriate agency or agencies.
4. Visits to Site and Observation of Construction. In connection with observations of
the Work of Contractor(s) while it is in progress:
a. The Consultant shall make visits to the site at intervals appropriate to the
various stages of construction as the Consultant deems necessary in order
to observe as an experienced and qualified design professional the progress
and quality of the various aspects of Contractor(s)' work.
b. During construction, progress meetings to include the Owner's
representative, the Consultant, the Contractor(s) and Subcontractors, as
applicable, shall be held on a weekly basis. The Consultant shall be
responsible for keeping minutes of these progress meetings, and for
circulating the minutes to all attendees within four (4) days following the
meeting.
5. Defective Work. During such visits and on the basis of such observations, the
Consultant may disapprove of or reject the Contractor(s)' Work while it is in
progress if the Consultant believes that such Work does not conform to the Contract
Documents or that it will prejudice the integrity of the design concept of the Project
as reflected in the Contract Documents.

6. Interpretations and Clarifications. The Consultant shall issue necessary
interpretations and clarifications of the Contract Documents and in connection
therewith evaluate, prepare and process Work Directive Changes and Change
Orders as required, for submittal to the Owner.
7. Shop Drawings. The Consultant shall review and approve, or take other appropriate
action with respect to Shop Drawings (as that term is defined in the aforesaid
Standard General Conditions), samples and other data which the Contractor(s) are
required to submit, but only for conformance with the design concept of the Project
and compliance with the information given in the Contract Documents. Such
reviews and approvals or other actions shall not extend to means, methods,
techniques, sequences or procedures of construction or to safety precautions or
programs incident thereto.
8. Substitutes. The Consultant shall evaluate and determine the acceptability of
substitute materials and equipment proposed by the Contractor(s).
9. Disputes between Owner and Contractor. The Consultant shall act as initial
interpreter of the requirements of the Contract Documents and judge of the
acceptability of the Work thereunder and make decisions on all claims of the Owner
and the Contractor(s) relating to the acceptability of the Work thereunder or the
interpretation of the requirements of the Contract Documents pertaining to the
execution and progress of the Work. The Consultant shall not be liable for the
results of any such interpretations or decisions rendered in good faith. The Owner
reserves the right to render final decisions on all Contractor(s) claims, acceptability
of the Work, and interpretation of the requirements of the Contract Documents.
10. Applications for Payment. Based on the Consultant's on-site observations as an
experienced and qualified design professional, on information provided by the
Resident Project Representative and on review of Applications for Payment and the
accompanying data and schedules:
a. The Consultant shall determine the amounts owing to the Contractor(s) and
recommend, in writing, payments to the Contractor(s) in such amounts.
Such recommendations of payment will constitute a representation to the
Owner, based on such observations and review, that the Work has
progressed to the point indicated, and that, to the best of the Consultant's
knowledge, information and belief, the quality of such Work is in
accordance with the Contract Documents (subject to an evaluation of such
Work as a functioning whole prior to or upon Substantial Completion, to
the results of any subsequent tests called for in the Contract documents, and
to any other qualifications stated in the recommendation). In the case of
City of Casper - Downtown Parking Garage and Casper Business Center Parking Garage
Structural Analysis, Concrete Assessment and Design

Unit Price Work, the Consultant's recommendations of payment will
include final determinations of quantities and classifications of such Work
(subject to any subsequent adjustments allowed by the Contract
Documents).
b. By recommending any payment, the Consultant will not thereby be deemed
to have represented that exhaustive, continuous or detailed reviews or
examinations have been made by the Consultant to check the quality or
quantity of the Contractor(s)' Work as it is furnished and performed beyond
the responsibilities specifically assigned to the Consultant in this Contract
and the Contract Documents. The Consultant's review of the Contractor(s)'
Work for the purposes of recommending payments will not impose on the
Consultant responsibility to supervise, direct or control such Work, or for
the means, methods, techniques, sequences, or procedures of construction
or safety precautions or programs incident thereto or the Contractor(s)'
compliance with Laws and Regulations applicable to their furnishing and
performing the Work. It will also not impose responsibility on Consultant
to make any examination to ascertain how or for what purposes any
Contractor(s) has used the monies paid on account of the Contract Price, or
to determine that title to any of the Work, materials, or equipment has
passed to the Owner free and clear of any lien, claims, security interests or
encumbrances, or that there may not be other matters at issue between the
Owner and the Contractor that might affect the amount that should be paid.
11. Contractor(s)' Completion Documents. The Consultant shall receive and review
tests and approvals which are to be assembled by the Contractor(s) in accordance
with the Contract Documents (but such review will only be to determine that their
content complies with the requirements of, and in the case of tests and approvals
the results certified indicate compliance with, the Contract Documents), and shall
transmit them to the Owner with written comments.
12. Walk-Through. The Consultant shall conduct a walk-through with the City to
determine if the Work is Substantially Complete and a final walk-through to
determine if the completed work is acceptable so that the Consultant may
recommend, in writing, final payment to the Contractor(s) and may give written
notice to the Owner and the Contractor(s) that the Work is acceptable (subject to
any conditions therein expressed).
13. Record Drawings. The Consultant shall provide the Owner one (1) set of electronic
drawings showing those changes made during the construction process, based on
the marked-up prints, drawings, and other data furnished by the Contractors to the
Consultant and which the Consultant considers significant. The Consultant shall

also maintain a regularly updated set of "as-constructed" blueprints indicating the
Consultant(s)' observations of "as-constructed" Work performed by the
Contractor(s). Within thirty (30) days of Substantial Completion, the Consultant
shall submit one (1) reproducible set of 11"x 17" record drawings to the Owner.
The Consultant shall also provide to the Owner a copy of record drawings in PDF
and AutoCAD (in conformance with City of Casper Municipal Code 16.16.020 and
United States National CAD Standards). format compatible with the Owners
system, labeled as "Record Drawings - City Parking Garages - Project No. 26-011".
14. Warranty Period Inspections. The Consultant shall perform warranty period
inspections for completed construction, during a one (1) year period after Final
Completion of the construction phase. Warranty inspections shall include, but not
be limited to, assisting the Owner in addressing public complaints concerning
construction deficiencies during the warranty period, attending an on-site project
inspection walk-through of the project and preparing a listing of noted construction
deficiencies at approximately eleven (11) months after the Final Completion date
for construction, and follow-up.
15. Change Orders. The Consultant shall evaluate and make recommendations for all
requests for change orders during the construction of the Work. The Consultant
shall prepare and submit construction change orders along with all necessary
documentation to the Owner for approval.
16. Limitation of Responsibilities. Unless otherwise provided for in this Contract, the
Consultant shall not be responsible for the acts or omissions of any Contractor(s),
or of any Subcontractor or Supplier, or any of the Contractor(s)' or Subcontractor(s)'
or Supplier(s)' agents or employees or any other persons (except Consultant's own
employees and agents) at the site or otherwise furnishing or performing any of the
Contractor(s)' Work; however, nothing contained in paragraphs G.1. through G.16.
(Construction Phase), inclusive shall be construed to release Consultant from
liability for failure to properly perform duties and responsibilities assumed by the
Consultant in the Contract Documents.
ENGINEERING FEE
In submitting a proposal for this project, the Consultant shall prepare and enclose In A Separate
Sealed Envelope one (1) detailed fee schedule with an upset amount for each fee schedule as
covered by the Scope of Services in this RFP. The selection of a Consultant to provide services for
this RFP shall be based on professional qualifications-based criteria, and only the fees of the
Consultants selected for interview based on qualifications will be opened.
The engineering fee shall be based on estimated project costs, time and material, including hourly
rates for technical personnel, and reimbursables, with an upset amount. The fee schedule shall

include all items in the RFP and itemized as follows: analysis and report, design, cost estimate,
final bidding documents, and construction phase (all other non-itemized requirements of this RFP
shall be included in these costs). If at any time during the term of this contract it appears that the
upset amount will be exceeded, the Consultant shall immediately notify the Engineering Division
of the Casper Public Services Department staff and provide a complete statement justifying the
anticipated change in the contract fee. An amendment authorizing any increased fee can only be
approved by the City Council. The amendment must be approved before the commencement of
any additional work.
The Consultant shall be responsible and responsive to the City in its requests and requirements
within the scope of this proposal and shall confer with and be guided by the directives of the City
through the office of the City Manager or their designated representative.
TIMETABLE
Following is the tentative timetable for this RFP:
1. Pre-Proposal Walkthrough starting at the Downtown Parking Garage (230 South Wolcott
St, Casper, WY 82601): July 20, 2026 at 2:00pm MST
2. Proposal Due: July 29, 2026 at 4:00pm MST
3. Consultant's Presentation and Interview: August 11, 2026
4. Award of Contract: September 1, 2026
5. Completion of Analysis and Report: October 16, 2026
6. Completion of Design and Cost Estimate: December 16, 2026
7. Bid Opening: February 17, 2027
8. Completion of Construction: June 18, 2027
The submittal of a proposal will be an indication that the Consultant has no problem in
keeping this schedule.
MEETINGS
The Consultant shall attend any special meetings with the City Manager or City staff, relating to
the performance of this contract, and shall provide the City with monthly written progress reports,
accompanying partial payment requests. Progress reports shall include personnel utilization and
associated time applied to the project, in addition to an itemization of expenses.
CONTRACT
The Consultant will be required to sign a contract with the City relating to the work to be performed.
Such contract shall include, but not necessarily be limited to, the following articles: method of
compensation, time of performance, subcontracts, duties of the consultant, termination of the
contract, ownership of material, changes, submission of material, and obligations of the City.
SELECTION.

The selection of the consulting firm will be based upon project team qualifications, team
management/organization, ability of firm to recognize design opportunities in the project,
demonstrated design experience, willingness to meet time requirements, community involvement
of the firm, and proposal cost. A minimum of three (3) firms will be interviewed by the City staff
on the basis of the proposal submittals. Upon completion of these interviews, one firm will be
selected on the basis of their qualifications and fee.
The procedure for considering the priced proposal will be that a minimum of the top three (3) firms
will be chosen based on the above qualifications-based criteria, excluding consideration of the fee
proposal. Only the fees of the consultants selected to be interviewed based on qualifications will
be opened. Price proposals for Consultants not selected for interview shall be returned unopened
to the Consultant. No prospective proposer shall withdraw their proposal for a period of sixty (60)
days after the deadline for proposal submittals.
In making a proposal, the Consultant hereby certifies that they have reviewed this RFP and are
familiar with all conditions contained therein.
City staff will review all proposals. Final selection of the consultant will be made by the City
Council.
GENERAL.
A. Additional Information.
In addition to the items addressed in the Scope of Services, the following information
relating to the consultant's qualifications is required. The Consultant shall submit one (1)
copy of the non-priced technical proposal via email to ebennett@casperwy.gov,
asveda@casperwy.gov and dcoakley@casperwy.gov:
1. The consulting firm's name, address, and telephone number.
2. Types of services which your firm is qualified to provide.
3. Names of key personnel, the experience of each available for this project, each key
personnel's proposed work load and availability towards this project.
4. Names and addresses of outside consultants or associates which will be retained for
assistance.
5. Number and type of current projects for which the firm is principal engineer.
6. Recent list of completed projects most similar to this project, including key contacts
and references, approximate budget, and other pertinent information.
7. Provide documentation from www.sam.gov verifying that the company is current
and active, in good standing, and has not been suspended or disbarred, all prior to
City of Casper - Downtown Parking Garage and Casper Business Center Parking Garage
