Project Description: The College seeks an experienced and reliable partner to ensure efficient, safe, and well-maintained parking operations for students, faculty, staff, and visitors. The College is committed to providing a positive parking experience that minimizes congestion, promotes sustainable practices, and ensures the long-term upkeep of its parking infrastructure. This RFP outlines the expectations, qualifications, and required services for the management of the parking garage.
Community College of Philadelphia owns a parking facility at 434 North 17th Street serving its Spring Garden Street Campus. The garage, which was built in 1986 is a six-story open parking facility of 230,360 gross square feet, fully equipped to operate with a capacity of 631 spaces of which 13 are provided for handicapped; the remaining spaces are 9’ x 18’. Two of the spaces are dedicated to motorcycle parking and allow 2 motorcycles per space.
It is the College’s intention to contract for management and operation of the forgoing facility on behalf of the College. The successful bidder will be required to manage and operate the facility Monday – Saturday at hours consistent with college operations. The manager-operator will be expected to operate the facility in the name of Community College of Philadelphia. As such, the College retains the authority to set rates.
The Parking Facility currently provides parking to the students, faculty, and staff. The College employs approximately 1,400 staff and faculty and registers over 4,400 students at its main campus each Fall and Spring semester. Approximately 100 spaces are reserved for paid monthly parking card holders (Managed by the College’s CBORD’s CS Gold Product) before the garage fills. All others are on a first-come, first-served basis. College I.D. is required and verified on entry; potential new students may be admitted with proper documentation from a College department. The College has a declining balance feature on its ID Card utilizing CBORD’s CS Gold Product. The College may, from time to time, provide free parking to visitors.
