Parking Enforcement Citation Software and Equipment

The City of New Haven is issuing a Request for Proposals (“RFP”) to qualified companies who can provide parking ticket-writing hardware and software, tech support, data processing, collection services for parking violations, and system for tracking and issuing residential parking permits for the City. This includes the installation, implementation, operation of certain aspects of all required systems, training and continuing performance of the hardware, software and supporting services needed for this system to function properly. The proposals shall be for a complete “turnkey” operation.

The City of New Haven is in south central Connecticut. The City has a population of 137,000. The City is currently issuing over 100,000 parking citations per year. The City has a staff of 14 (FTE) Parking Enforcement Officers with the Department of Transportation, Traffic and Parking (TT&P). TT&P towed over 1400 cars from the City streets last year. TT&P maintains all the infrastructure for curbside parking within the City. The City has 18 residential parking permit zones. TT&P issues special event parking permits/placards and rental of parking spaces through the use of meter bags or “No Parking” postings.
