ENGINEERING DESIGN AND CONSTRUCTION MANAGEMENT SERVICES

The Town of Webster, Massachusetts is requesting Qualifications for Engineering Design services for its Park Street Reconstruction Project. Park Street is located three blocks south of Main Street in the Webster Center target area. Park Street is primarily a local street that serves its residents. It is near the western side of the older residential neighborhood areas that surround downtown Webster Center. The street runs three blocks in an easterly-westerly direction between School and May Streets. The project consists of a full-depth reconstruction of the street, the reconstruction of the existing curbing and sidewalks, and minor storm drainage improvements.

The reconstructed shall include ADA-compliant ramps at all intersections.

Qualifications, required certifications (see attached), and a signed Cover Letter from an authorized official must be received by the Office of Community Development, Town of Webster, 350 Main Street, Webster, MA 01570 by January 7, 2025 at 2:00 PM. Interviews, if necessary, will tentatively be held the week of January 13, 2025. Engineers with qualifications directly related to and successful experience with CDBG-funded design and construction administration as well as experience with municipalities in the region with a similar size to Webster (pop. approx. 17,000) will be prioritized in the Town's ranking of applicants.

The Town seeks an infrastructure design engineer/firm to provide BID-READY construction plans and specifications for the construction of this project, bidding assistance and construction management/clerk of the works (COW) services through construction completion. This contract will be awarded in accordance with all state and federal procurement laws. Funds for this project are being provided by the Town of Webster through a FY 2024 Mini-Entitlement Community Development Block Grant (CDBG) award. The fee for these services will be negotiated following the selection of the highest rated firm.

The Director of Community Development and the Town's grant management consultant, Community Opportunities Group, Inc. (COG), are responsible for assisting the selected engineer in developing the bid package, primarily to ensure that the bid package (project manual) conforms to CDBG grant requirements. This will include contract provisions to ensure all federal and state laws and regulations are met, including federal labor standards and Davis­ Bacon/prevailing wage law, Section 3, and Buy American, Build American (BABA). The construction contract will be awarded as a public works construction project to the lowest qualified bidder in accordance with M.G.L., c.30, §39M, as amended, and related provisions of the General Laws, as applicable.

The Town welcomes MBE/WBE firms to submit proposals. While there are no specific grant requirements which require potential firms to be MBE/WBE, the Town encourages MBE/WBE participation. This contract does not fall under SOMWBA's jurisdiction.

The Director of Community Development, the Webster Redevelopment Authority and the Town's grant management consultant will review and rank the proposals received. They will make a recommendation for contract award to the Board of Selectmen. The Webster Board of Selectmen is the awarding authority for this project. All proposers must have at least one full-time staff person who is a registered professional engineer in the Commonwealth of Massachusetts. If proposers do not have professional liability insurance they must acknowledge they will obtain such insurance in a minimum amount of $2,000,000 and maintain such throughout the life of the project. No person debarred pursuant to Chapter 149, Section 44C or disqualified pursuant to Chapter 7, Section 38F(c) or 38H(g) shall be allowed to bid on this project individually or be included as a subconsultant to a proposing firm.
