Title: Park-n-Ride Economics Analysis: Optimizing RTD Land for Maximum Public Benefit (15% DBE)
Addenda: 0
Release Date: 4/30/2025
Due Date: 6/18/2025
RTD is soliciting proposals from qualified consultants with experience in urban planning, stakeholder engagement, building design, and real estate economics to conduct an analysis of eight under-utilized Park-n-Rides (PnR).
The Regional Transportation District (RTD) is a special district government formed by the State of Colorado in 1969 to develop, operate, and maintain a mass transportation system in the Denver Region. RTD provides public bus and rail transit service to one of the geographically largest transit service areas in the United States. The District is over 2,300 square miles and serves a population of over 3 million within 40 municipalities in six counties plus two city/county jurisdictions.
RTD owns dozens of Park-n-Rides (PnR), some of which are under-utilized and have the potential to better serve the public if converted wholly or partially to other uses. RTD has conducted a high-level asset scan of its existing PnR facilities in order to determine which sites would be appropriate for joint development in the near future. The Transit-Oriented Development Team (TOD team) has analyzed RTD’s high frequency transit PnRs in the post-COVID context for utilization and basic development potential and has selected eight (8) PnRs for more in-depth analysis.
