Park at Bothell Landing Water Quality Facility
Description of Project
The City of Bothell Public Works Department is requesting Statements of Qualifications
and Performance Data from firms qualified and interested in providing professional
services to design a water quality treatment facility that will add water quality
functionality to approximately 80 acres of previously untreated impervious surface area
within the Park at Bothell Landing (PABL) that discharges directly to the Upper
Sammamish River. Please submit your statement of qualifications by 2:30 p.m. Tuesday,
June 16.
This project will complete through final design of a water quality and pretreatment facility
within the Park at Bothell Landing (PABL). The project will need to route incoming flow
through pretreatment to settle out sediment and floatables from SR-522 runoff before
flowing into proprietary media filter vaults. The pollutants this facility could remove
include copper, TSS, Polycyclic Aromatic Hydrocarbons (PAH), heavy metals, oil and
petroleum, bacteria, and 6PPD-Q. Final placement, orientation, and type of treatment
facility will be coordinated with park improvements, utility modifications, and other
potential project design elements.
The City of Bothell Parks department is completing design of Park at Bothell Landing
Improvement project, with complete design anticipated in February 2027. See attached
sheet T1.00 for an updated site plan with improvements. The Park at Bothell Landing
Water Quality Facility project will require coordination with the Park at Bothell Landing
Improvement project in order to integrate vault design into the completed Park at Bothell
Landing Improvements design.

Description of Work
The selection of the Consultant will be such that the Consultant has the capability to
complete the entire design, obtain required environmental and permitting approvals, and
provide construction engineering support services. The Consultant, at the option of the
City, may be contracted to provide construction engineering services. Design work will
begin in 2026.
During the City's Storm and Surface Water Plan update (2024), a conceptual design for
the PABL water quality facility was created. This includes two vaults in parallel totaling
40'x 54'. The contributing area and offline discharge cfs are summarized below.

Additional maps of the catchment areas and facility location can be seen in the
attachments at the end of this document. The facility location is overlayed on an outdated
basemap, refer to the T1.00 Site Plan for current park improvements.
The Consultant shall be able to provide all services required to complete the final design
and produce construction ready documents for the project. This work includes:

* Development of overall project schedule including timelines and potential staging
* Strategy of improvements and alternatives for new facility
* Private and public utility coordination
* Development of plans, cost estimate and specifications

* The site location falls within the City's downtown core that may potentially
contain contaminated or impacted soil, groundwater, or soil vapor.

The Consultant shall provide appropriate interdisciplinary resources to complete the

Consultant Structure
The Consultant will need to have the resources that will enable it to complete tasks
quickly and be extremely responsive. The Consultant must be flexible and able to adjust
to changing priorities or direction. The Consultants shall have the capabilities to conduct
business using web-based meetings.
As such, while the City will award this work as one contract, the Consultant must be able
to structure its team to meet the needs of the project. The City is open to different

consultant team concepts including, but not limited to, a prime consultant with all
capabilities and resources in-house; a prime consultant with sub-consultants; and a team
of prime consultants with sub-consultants.
Due to the City's large capital project workload, the Consultant will need to be able to
accomplish this work independent of City staff support, other than oversight by the City's
project manager. The Consultant will be required to have the ability to organize and staff
public meetings.
City Responsibilities
The City of Bothell's project manager will lead the overall process and will be the nexus
through which all public involvement and agency coordination occurs.
Selection Process
The selection process will consist of short-listing using the submitted Statement of
Qualifications and Performance Data (SOQPD). This will be followed by an interview
with finalist candidates.
Contract negotiations will take place with the top-rated consultant. If negotiations are
unsuccessful, the City reserves the right to terminate negotiations and open discussion
with the next-highest rated consultant. This process will continue until successful
contracts are negotiated or the City terminates the process.
Major Criteria for Selection:
1. Capabilities of project manager and team.
2. Experience with design and construction support for Stormwater facilities.
3. Knowledge of Ecology grant requirements for design and construction projects.
4. Handling of unforeseen circumstances and ability to meet desired schedule and
budget.
5. Experience with Local Agencies and the City of Bothell.
6. Coordination with Parks projects including design and construction.
7. Environmental and permitting expertise.
8. QA/QC process and lessons learned from past projects.
Projects shall not be considered valid where they were completed "by the Consultant"
but with different staff that are no longer with the Consultant firm. For consideration, the
key individuals associated with the example projects must also be in a key design role
with ongoing and significant responsibilities for the project.

Statement of Qualifications and Performance Data (SOQPD)
If you are interested in the project, please submit a Statement of Qualifications and
Performance Data. The Statement should contain the following:
1. Identification of the team leader with contact information.
2. The structure of the consultant team, including a list of the prime consultant(s)
and all sub-consultants with a brief description of each company, a description of
the organizational structure of the team, and previous experience working
together as a team.
3. A list of each key team member of the prime consultant(s) and sub-consultants
with a brief description of each key member's qualifications and experience and
their role on this project.
4. A list of previous work performed in the last seven (7) years similar to this project
with project name, brief description of the project, date of project, contact name,
and contact telephone number.
5. A brief narrative indicating why your firm/team is qualified for this project based
on the Description of Work and the Major Criteria for Selection.

The SOQPD shall be no more than 10 pages, excluding the title page (pages containing
information on both sides are considered two pages). To be considered for this work,
interested firms must submit a clearly identified response package in PDF format

Postmarks are not acceptable and no submittals will be accepted after that date and time.
