The responsibility for submitting a response to this RFP at the Palatka Housing Authority on or
before the stated time and date will be solely and strictly the responsibility of the respondent. The
Housing Authority is not liable for any costs incurred by the offeror prior to issuance of a
contract. The offeror shall wholly absorb all costs incurred in the preparation and presentation of
the proposal.

PART I – GENERAL INFORMATION
1.1 Introduction
The PHA solicits sealed proposals from qualified firm(s)/individual(s) to provide a service that
shall be performed at multiple locations as defined on the attached property schedule and made
an integral part of this Proposal. The PHA makes no guarantees as to volume or frequency of
work that may be performed during the proposed contract period. The contractor(s) shall accept
that actual square footages, style and dwelling composition where work will be performed may
differ from the descriptions provided in the property schedule. This contract applies to all of the
PHA owned and managed properties.
The Housing Authority of the City of Palatka, FL, (PHA) requires the selected firm(s)/individual(s)
for painting and/or related cleaning services for the contract period of January 1, 2026 thru
December 31, 2027 with the consideration of one option to extend year. The Authority has 424
Public Housing units and 9 Affordable Housing units. We reserve the right to select one or two
Contractor(s) to provide Painting services/Job Training Opportunity.
1.2 Method of Solicitation
PHA is soliciting competitive proposals from qualified firms with a documented record of
accomplishments of providing the required services, preferably for public housing authorities or
other agencies through a formal Request for Proposal (RFP) process.
