Description
Project Description: The repainting of State Rights-of-Way properties to cover graffiti using water-based paint that will cover all paint jobs, with no paint shown through; painting over as many coats to ensure coverage. The paint must match the existing before the graffiti. Minimal surface preparation, as needed.
1) Methods will be evaluated and selected base on the best interest for the state.
2) The contractor shall provide their own labor, materials, and equipment to cover the graffiti. This may involve sites that are high, such as behind destination signs.
3) All work shall be in accordance with the State of Hawaii 2005 Standard Specifications for Road and Bridge Construction and Special Provisions (if available) prepared for this project.
4) Contractor shall field verify all existing conditions prior to bid. Notify Engineer if any discrepancies are found.
5) Contractor is responsible all traffic control including traffic control plans, safety devices, and equipment required.
6) Contractor shall provide necessary best management practices (BMP) for storm water pollution including permits and devices. Contractors shall prevent any debris/dust from entering streams/waters.
7) No concrete/metal can be left on site, tarp below all work in dry stream, maintain/secure work site.
8) Contractor shall provide pedestrian access during work shift.
9) Contractor must be highly skilled in this type of repair with proof of and in good standing. Work may be performed only between the hours of 8:30 am and 2:30 pm, Monday through Friday, except State Holidays, unless otherwise approved in writing by the District Engineer.
10) Contractor must have a valid Type A, B, and/or C-33 license to bid.
a) If a contractor is using a subcontractor (with a Type C-33 license) for painting is used, the subcontractor name must be provided with the bid.
Cancellation: This solicitation may be cancelled and any or all bids rejected in whole or in part, without liability to the State, when it is determined to be in the best interest of the State.
Bid price must be the total price including taxes, permits, BMP, etc.
Bond Requirements: All bidders shall be required to include a Performance Bond and a Payment Bond in accordance with HRS ยง103D-324 upon award of the contract. These bonds must be equal to 100% of the contract price.
