CITY OF REDDING, CALIFORNIA

In accordance with the provisions of the City of Redding Municipal Code, sealed bids must
be submitted to the City Clerk's 3rd floor office of the City of Redding, located at City Hall,
777 Cypress Avenue, Redding, California 96001 prior to 3:00 P.M. PT, Thursday, July 30, 2026,
to furnish the City of Redding Padmount Distribution Switches per bid specifications and general
conditions.
BIDS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR CONSIDERED.
The said bids will be opened at 3:00 P.M. PT on Thursday, July 30, 2026, in the designated
City Hall Conference Room, as posted in the main lobby of the City Hall, located at 777 Cypress
Avenue, Redding, California.
All bids must be submitted on standard bid forms provided by the City of Redding. The
bidder shall provide the original (unbound) and one (1) complete copy of the bid proposal
submission. Fax or electronic submission of bid proposals will not be allowed. The City will
award any resulting contract in a manner consistent with the City purchasing ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 P.M. PT, on
Thursday, July 16, 2026. All inquiries must be made in writing and may be submitted to the email
address shown below.

Unless a particular issue is designated, all references to the above specifications, standards, or
methods shall, in each instance, be understood to refer to the issue in effect (including all
amendments) on the first published date of the Invitation to Bid/Quotation Request.

GENERAL SPECIFICATIONS
1.00 PURPOSE
The purpose of the following specifications is to set forth the requirements of padmount
distribution switches for general use for the electrical distribution system of the City of Redding
Electric Utility. It is the intent of these specifications to obtain, for the City of Redding Electric
Utility, padmount switches of the best modern design, of proven performance, rugged, reliable,
and capable of remaining in service for many years without maintenance.
2.00 LIQUIDATED DAMAGES
In the event the bidder is awarded the Contract and fails to deliver the padmount switch(es) within
the time limit or extended time limit agreed upon, as more particularly set forth herein, liquidated
damages shall be paid by the Contractor to the City at the rate of $100 per day for each day the
complete order is delivered late. The total amount of liquidated damages shall not exceed 10%
of the net cost of an order's total purchase order amount.
3.00 DELAYS AND EXTENSION OF TIME
If the Contractor is delayed in the progress of the work by any act or neglect of the Owner or by
any separate Contractor employed by the Owner, or by strikes, lockouts, fire, adverse weather
conditions not reasonably anticipated, acts of God, or unavoidable casualties, the Contractor shall,
within 48 hours of the start of the occurrence, give written notice to the Owner of the cause of the
potential delay and estimate the possible time extension involved. It is agreed that no claim shall
be made or allowed for any damages which may arise out of any delay caused by the above
referenced acts or occurrences, other than claims for the appropriate extension of time.
Failure by the Contractor to file these items within the time specified will be considered grounds
for refusal by the Owner to consider such request.
No extension of time will be considered for weather conditions normal to the area in which the
work is being performed. Unusual weather conditions, if determined by the Owner to be a
severity that would stop all progress of the work, may be considered as cause for an extension of
Contract completion time.
4.00 DEVIATIONS
If there are any deviations from the specifications set forth herein, the bidder shall note the
deviations in his bid. Failure to note a deviation from the specifications may be grounds for
rejection by the City of that particular bid. Where deviations are noted, the City reserves the right
to accept or reject a bid containing such deviations. Acceptance will be based upon the sole
opinion of the City that the deviation or deviations so noted do not affect the overall capability of
the item bid to perform the function for which it is to be acquired and such deviation(s) result(s)
in a lesser total cost to the City for the subject item.

5.00 DELIVERY
Switchgear shall be shipped and delivered on a flatbed trailer, f.o.b. Redding, California, Electric
Utility Building No. 2, 20055 Viking Way, Redding, California, 96003. Switchgear shall be
loaded such that they may be unloaded with a City-provided forklift from the side of the
trailer. $100 per switch shall be paid by the Contractor to the City for each switch that requires
unloading from other than a flatbed trailer.
Fuses, spare fuses, fuse end fittings, and 200A load break bushing well inserts shall be
shipped with the switches.
The Manufacturer shall prepare all articles and materials for shipment in such a manner as to
protect them from damage in transit, and shall be responsible for and repair all damaged parts or
replace all losses incurred in transit to the delivery location until the shipment is received, inspected
and signed for by the City. Equipment damaged in shipment will be refused on delivery, and it
will be the Contractor's responsibility to arrange for prompt repair or replacement. The
determination of whether equipment is damaged will be the sole judgment of the City. The
Contractor will not be relieved of the responsibility of delivering undamaged equipment, even if
the damage is internal or otherwise undetected, and the nature of the damage remains unknown
until the equipment is energized and tested.
All articles shall be plainly marked for identification and destination. The purchase order number
shall be plainly marked on all equipment items. A complete itemized packing list shall be
provided with each shipment. The Contractor (or shipping subcontractor) shall notify Scott Cox
at (530) 224-4329 when equipment leaves the factory and again 24 hours prior to when unloading
will be required. The contact name and telephone number shall be clearly marked on associated
paperwork for the equipment carried by the truck driver. Unloading will not be allowed on
weekends, City holidays, or outside normal work hours (7 a.m. to 3 p.m. with lunch break from 12
noon to 12:30 p.m.).
6.00 SAFETY DATA SHEETS
Safety Data Sheets (SDS) shall accompany each order and four (4) copies shall be supplied at the
time of delivery, if applicable.
The handling and transportation of hazardous materials, waste and substances must be in
accordance with the applicable regulations of the Department of Transportation, the
Environmental Protection Agency, the California Highway Patrol, the California Department of
Health Services, the California Division of Occupational Safety and Health, the California
Administrative Code, the California Labor Code and other regulatory and enforcement agencies.
All hazardous material containers including flammable, combustible, carcinogenic, toxic, or
reproductive toxins, or other dangerous, or poisonous chemicals shall be clearly and properly
labeled as to content along with other pertinent safety information. SDS shall be included with
each delivery of such materials to the City.
A current Safety Data Sheet (SDS) shall be provided with all deliveries of hazardous materials,
i.e., chemicals that are flammable, carcinogenic, toxic, or are reproductive toxins. These include
irritants, corrosives, sensitizers, hepatoxins, nephrotoxins, neurotoxins, agents that act on the

hematopoietic system, and any agents which may damage the lungs, skin, eyes and or mucus
membranes. Under no circumstances will a potentially hazardous chemical be brought onto a
City project site until adequate information regarding health hazards is received by the City.
7.00 GUARANTEE
Any switch developing faults due to defective material, workmanship or design within one year
from the date of installation or eighteen (18) months from the date of shipment, whichever comes
first, shall be promptly reconstructed, repaired or replaced by the Bidder without charge to the City
of Redding.

TECHNICAL SPECIFICATIONS
1.00 DESIGN STANDARDS
The outdoor padmount switchgear shall be dead front, elbow connected and include encased load
switching and protective equipment for sectionalizing a 12,470 volt, 3-wire, grounded wye, 3-
phase circuit, and shall be completely factory assembled and tested, and it shall comply with the
applicable portions of ANSI (especially ANSI C37.72 and ANSI C57.12.28), IEEE and NEMA.
