INVITATION TO BID
RECEIPT OF BIDS: Bids will be accepted via Bonfire (https://utah.bonfirehub.com) until 2 p.m.
(MST) September 1st, 2026, for construction of the Pack Creek Pedestrian Bridge Replacement and
Channel Restoration Project. Any Bids received after the specified time will not be considered.
All bids must be submitted electronically through the Utah State Procurement Portal. Emailed bids
will not be accepted.
OBTAINING CONTRACT DOCUMENTS: The Contract Documents are entitled Pack Creek Pedestrian
Bridge Replacement and Channel Restoration Project. An electronic copy of the documents in PDF
format may be downloaded from the Utah State Procurement Portal at https://utah.bonfirehub.com.
A link to the documents can be found on the City's website (www.moabcity.gov) under the Business
Resources/Bid tab.
DESCRIPTION OF WORK: The scope of this project is to provide all the labor, materials, tools and
equipment necessary to construct the Pack Creek Pedestrian Bridge Replacement and Channel
Restoration Project, complete as described in the plans and specifications. The project generally
includes the following: to remove sediment and debris in the vicinity of this pedestrian bridge,
excavate sediment deposits within the main and tributary channels and in the overbank areas to
protect the pedestrian bridge and existing trail from erosion hazards, install a concrete apron on the
channel bottom and banks to protect the bridge abutments of the proposed bridge from erosion
hazards, install riprap on the downstream side of the three existing culverts, and provide erosion
protection along the Pack Creek channel in the area
SITE OF WORK: The Project Site is located along Pack Creek in the City of Moab, Utah.
MANDATORY PRE-BID MEETING (IN-PERSON): A mandatory pre-bid in-person meeting will be
held at 2 p.m (MST), August 4th, 2026 at the Moab City Council Chambers located at 217 East
Center Street, Moab, Utah 84532 followed by a site visit. Prospective Bidders are required to
attend. The purpose of the conference is to discuss the scope of the project, bidding requirements,
and to acquaint the bidders with the site conditions. Detailed technical questions can be submitted
in writing and will be formally answered, if warranted, by addenda at a later time. Oral statements
may not be relied upon and will not be legally binding.
COMPLETION OF WORK: Time is of the essence.
The following outlines the schedule for The Project based upon award of the project.
A. The Work covered by this Bid Schedule shall be substantially complete within 60
calendar days after the issuance of the Notice to Proceed, at which time the Contract
Times shall commence to run in accordance with Paragraph 4.01 of the General
Conditions. The Work shall be fully completed and ready for final payment, in accordance
with Paragraph 15.06 of the General Conditions, within 90 calendar days after the
issuance of the Notice to Proceed.
B. Time is of the essence. The Owner understands the tight construction schedule for this
project.

OPENING OF BIDS: The Bids will be opened publicly and read at 2 p.m. (MST) September 1st, 2026
at Moab City Council Chambers located at 217 East Center Street, Moab, Utah 84532. Attending
the Bid Opening is not mandatory.
BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check, or bid bond in the
amount of five percent (5%) of the total bid price payable to the Owner as a guarantee that the Bidder,
if his Bid is accepted, will promptly execute the contract, provide evidence of insurance, and furnish
a satisfactory faithful performance bond in the amount of 100 percent of the total bid price and a
payment bond in the amount of 100 percent of the total bid price.
PROJECT ADMINISTRATION: All questions relative to this project prior to deadline for question
shall be submitted through Utah State Procurement Portal https://utah.bonfirehub.com
It shall be understood, however, that no interpretations of the drawings or specifications will be
made except in writing signed by the Engineer, nor will any "or equal" products be considered for
approval prior to award of a contract.
OWNER'S RIGHTS RESERVED: The Owner may, at reasonable times, inspect the part of the plant or
place of business of a contractor or any subcontractor, which is related to the performance of any
contract awarded or to be awarded by the Owner. The Owner reserves the right to reject any or all
Bids, to waive any informality in a Bid, and to make awards in the interest of the Owner.

ARTICLE 1 - DEFINED TERMS
1.01 Terms used in these Instructions to Bidders have the meanings indicated in the General
Conditions and Supplementary Conditions. Additional terms used in these Instructions to
Bidders have the meanings indicated below:
A. Issuing Office - For the purposes of this document, the issuing office is the City of Moab
Recorders Office, 217 East Center Street, Moab, Utah 84532.
ARTICLE 2 - COPIES OF BIDDING DOCUMENTS
2.01 Complete sets of the Bidding Documents may be obtained from the Issuing Office in the
number and format stated in the advertisement or invitation to bid.
2.02 Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor
Engineer assumes any responsibility for errors or misinterpretations resulting from the use
of incomplete sets of Bidding Documents.
2.03 Owner and Engineer, in making copies of Bidding Documents available on the above terms,
do so only for the purpose of obtaining Bids for the Work and do not authorize or confer a
license for any other use.
ARTICLE 3 - QUALIFICATIONS OF BIDDERS
3.01 To demonstrate Bidder's qualifications to perform the Work, Bidder shall submit information
regarding valid licensure, experience, organization, personnel, and equipment required by
the Bidding Documents. The above qualification information shall be provided in the seal
Proposal as outlined in Article 15 of this section. Additional information such as financial
data, present work commitments, as such information that may be required to confirm
qualification and competence to perform the Work may be also required by the Owner.
3.02 A Bidder's failure to submit required qualification information within the times indicated
may disqualify Bidder from receiving an award of the Contract.
3.03 No requirement in this Article 3 to submit information will prejudice the right of Owner to
seek additional pertinent information regarding Bidder's qualifications.
3.04 Bidder is advised to carefully review those portions of the Bid Form requiring Bidder's
representations and certifications.
3.05 Bidder must meet minimum project specific requirements as outlined in specification Section
00 45 13 - Bidder's Qualifications to be considered qualified for this project.
ARTICLE 4 - SITE AND OTHER AREAS; EXISTING SITE CONDITIONS; EXAMINATION OF SITE;
OWNER'S SAFETY PROGRAM; OTHER WORK AT THE SITE
4.01 Site and Other Areas
A. The Site is identified in the Bidding Documents. By definition, the Site includes rights-of-
way, easements, and other lands furnished by Owner for the use of the Contractor. Any
additional lands required for temporary construction facilities, construction equipment,
or storage of materials and equipment, and any access needed for such additional lands,
are to be obtained and paid for by Contractor.
