The Department of Homeless Services (“DHS”, “Agency”, or “Department) is seeking appropriately qualified contractors/vendors to provide shelter services for families with children, adult families, and single adults who are temporarily housed in DHS contracted commercial hotels. The selected vendors will provide services as outlined in this RFP to assist clients with their daily needs and to help them move out of the shelter system as quickly as possible.

The mission of DHS is to prevent homelessness whenever possible and to provide short-term emergency shelter for individuals and families who have no other available housing options. DHS primarily meets this goal by providing services to clients in long-term contracted purpose-built shelters throughout the city. When there are not enough available shelter beds and units in traditional shelters, DHS temporarily uses commercial hotels to house clients while they transition to permanent housing.

Over the last 15 years, DHS has faced numerous crises that have forced reliance on commercial hotels to temporarily house clients. Long term, DHS is committed to phasing out the use of commercial hotels.  However, until DHS can secure sufficient contracted, purposed-built shelters, it will continue to need commercial hotel capacity to meet the legally mandated requirement to provide shelter. DHS will utilize contracts awarded through this RFP for both the current capacity needs and any future hotel needs arising from additional capacity-related emergencies.

To respond to this Human/Client Services RFx, organizations must have an account and an approved HHS Prequalification Application in PASSPort. Proposals and Prequalification applications will ONLY be accepted through PASSPort.
