Domestic violence is the leading driver of homelessness among women and families in New York City and nationally and forces many survivors of all genders into the shelter system or street homelessness. As a recommendation of the NYC Domestic Violence Task Force in 2017, the New York Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) began developing Home+, a low-barrier program focused on enhancing housing stability and security for survivors of domestic violence who want to stay in their homes rather than enter the shelter system or go somewhere else. After analysis of similar local and national programs, ENDGBV launched Home+ in 2021, beginning by absorbing and expanding the Human Resources Administration (HRA)’s Alternative to Shelter Program, which provided free Personal Emergency Response Systems (PERS), allowing clients to call for help from their home in an emergency by pushing a button. Within the first year, Home+ provided PERS services to over 500 clients, including more than 400 new clients who were not transferred from HRA’s Alterative to Shelter program. ENDGBV is seeking an experienced contractor with the capability to provide ongoing Personal Emergency Response Systems (PERS) services to clients of the Home+ program. The proposers are expected to install and maintain PERS equipment, continuously monitor all equipment and system signals and activations, and coordinate emergency response services in collaboration with ENDGBV and other City-contracted domestic and gender-based violence service-providers.
Questions regarding this RFx must be transmitted in writing to the Agency Contact Person, Erica Gitsin at ENDGBVprocurements@cityhall.nyc.gov. Questions received prior to the Pre-Proposal Conference will be answered at the conference. Responses to questions addressed at the conference and those received subsequently will shared in an addendum through the PASSPort System.
