Music and Performing Arts Program Request for Proposals (RFP)

Through this Request for Proposals (RFP), ACS is seeking one (1) qualified vendor to deliver music and performing arts programming to justice-involved youth across detention, placement, and aftercare settings. The program would use arts and skills that provide a collective experience of music and arts learning to build and establish pathways and/or partnerships with the youth along with their families, staff responsible for their care in and outside detention/residential setting, as well as with the community at large.

Anticipated Contract Terms
  • 07/01/2027 – 6/30/2030 with options to renew for two (2) additional three (3) year terms.
Anticipated Funding and Payment Structure
  • Anticipated total maximum available funding is $1,305,000 ($435,000 per year).
  • Estimated number of contracts: One (1).
  • Payment structure:  Annual Line-Item Program Budget.
Minimum Qualifications

Proposers that do not meet ALL the following requirements might be found non-responsive and will not move to evaluation:
  • The proposer must have at least three (3) years of demonstrable experience developing, scheduling, and implementing a music and performing arts programming to youth.
  • The proposer must have a minimum of one (1) continuous year of experience within the past five (5) years of organizational experience delivering services in one or more of the following settings:
    • Juvenile Justice facility;
    • Secure Detention;
    • Correctional Facility;
    • Residential Treatment Environment; or
    • Congregate Care System.
  • The proposer must demonstrate staff familiarity with operating within security protocols, facility restrictions, and youth supervision requirements.
Questions Regarding this RFP
  • Questions regarding this RFP must be transmitted in writing to the Agency Contact listed on the View RFx screen in PASSPort.
  • Questions received prior to the Pre-Proposal Conference will be answered at the conference.
  • Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP in PASSPort , unless in the opinion of the Agency, the question is of proprietary nature.
  • ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.
