Attachment A Scope of Work/Specifications
BACKGROUND/GENERAL
New Castle County Information Systems is currently seeking proposals for Staffing Information
Technology-based contractual services to augment current and future statements of work, as
well as, on an as-needed basis project(s).
Services to be performed cover the spectrum from local desktop applications to large-scale
integrated systems and involve a variety of software languages and hardware platforms.
Details regarding staffing descriptions are listed below. Subsequent project work may include,
but not be limited to: Helpdesk Tier level support; Application Development; Client Server
Operating Systems; Cloud Service Configurations; Enterprise Architecture; Geographic
Information Systems; IT Infrastructure, Networking; Project Management and Security and
Web Administrator.
The contractor(s) shall have in place project management and organizational structure to
appropriately manage substantial contract support operations involving multiple projects and
personnel at various New Castle County locations.
Workspace supplies and materials to augment the contractor’s services to the County shall be
provided. The contractor is obligated to work consistently with the County’s work schedule
(including observed holidays). Working in excess of 35 hours weekly or on a County holiday must
have prior approval of the County.
New Castle County shall have the right to interview all prospective personnel. The County shall
have the right to accept or reject any applicant.
Note: The ability to provide contractual staff services for all listed positions is not required.
BACKGROUND CHECK REQUIREMENT
Vendor must provide proof of a recent background check and drug/alcohol screening for each
candidate prior to start of work.

ANTICIPATED SERVICES Below is the Position Title and brief description of position
The general scope of services shall include, but is not limited to, Database, Helpdesk, Network,
Web Administrator, and Applications’ support services associated with the
development/maintenance of various Information Systems support structures within New
Castle County.
If awarded, your firm agrees to provide contractual staff to fill the positions upon a negotiated
pay range. As services are needed, vendors will submit candidate resumes and requested pay
rate. All rates are subject to the candidate’s skills, knowledge and abilities.
When New Castle County identifies a need for a specific position, vendors will be contacted with
the details of the desired position. The resumes submitted by vendors will be reviewed searching
for qualified candidates. Vendors may be contacted by New Castle County to set up interviews
for qualified candidates.
If a suitable candidate is located, the process will cease. All vendors will be notified. The vendor
submitting the suitable candidate will be contacted separately to negotiate pay range and to
arrange a start date for the candidate.
Exception Process
New Castle County may require other related services not specifically listed. Awarded vendors
may be given the opportunity to respond. However, New Castle County reserves the right to seek
candidates outside this contract for other related services.

among stakeholders in order to understand the structure, policies and operations of the
organizations well as to recommend solutions that enable the organization to achieve its goals.
The various technical tiers of Legacy/Core and Emerging are dictated by the complexity of
technical skills added to the roles below.

of the stakeholders will have to be correctly interpreted.
This deliverable can also reflect how the product will be
designed, developed and define how test cases must be
formulated.
- Experience developing Quality-of-Service (non-
functional) requirements are requirements that do not
perform specific function for the business requirement
but are needed to support the functionality. For
example: performance, scalability, quality of service
(QoS), security, and usability.
- Experience developing Report Specifications define the
purpose of a report, its justification, attributes and
columns, owners, and runtime parameters.
- Experience developing Requirements Traceability Matrix
a cross matrix for recording the requirements through
each stage of the requirements gathering process.
- Strong organizational and writing skills. Experience
developing graphic representations of complex business
processes.
