The Office of Civil Justice was created at DSS/HRA in 2015 when Local Law 61 of 2015 established it as a permanent city governmental office tasked with launching, managing, monitoring, and reporting on the City’s civil legal services programs and the civil legal needs experienced by New Yorkers. The Office of Civil Justice works with nonprofit legal services organizations and partners across the five (5) boroughs to provide access to legal assistance to thousands of New Yorkers in need, critical services that provide low-income and other vulnerable residents the ability to access and preserve necessities of life, such as stable and affordable housing, legal immigration status, a fair and safe workplace, and access to government benefits. The Office of Civil Justice is looking to contract with qualified legal service providers, for citywide immigration legal services. The Immigrant Opportunity Initiative (IOI) was launched in 2016 to provide resources and legal assistance to immigrant New Yorkers in matters ranging from citizenship and lawful permanent residency applications to more complex immigration processes, such as asylum applications and removal defense work. A critical element of the IOI program has been its flexibility and responsiveness to emergent needs. IOI legal service providers will offer services, including but not limited to community outreach and case management, immigration legal services and employment-related legal services.
