Clinical Support Program Request for Proposals (RFP)

The Administration for Children's Services ("ACS") is releasing an RFP for its Clinical Support Program. ACS' Child Protective Specialist Teams (CPS) are based in each borough office and respond to over 50,000 suspected cases of abuse and neglect each year. With this RFP, ACS is seeking to contract with providers that can offer clinical staff to provide the City’s CPS Teams access to quality expertise in mental health, intimate partner violence, and substance use. Ultimately, the goal for the providers and the CPS Teams working with the identified families is to increase the capacity of parents and caretakers in complex circumstances to facilitate and enhance the well-being and safety of their children. In addition to improving child welfare case planning and family functioning where substance use, intimate partner violence, and/or mental health challenges exist, the providers with specialized expertise in these areas will enhance training of child welfare staff and facilitate engagement and referrals to necessary follow-up community services. This new program will provide intensive services and, in appropriate circumstances, will involve direct family engagement.

Competition Pools

There are five (5) Competition Pools:
  • Competition Pool 1: Bronx
  • Competition Pool 2: Brooklyn
  • Competition Pool 3: Manhattan
  • Competition Pool 4: Queens
  • Competition Pool 5: Staten Island
Providers are permitted, but not required, to submit for each competition pool, but must complete a separate, complete proposal, with all required attachments, for each competition pool in PASSPort.

Anticipated Contract Terms
  • January 1, 2026, to December 31, 2028, with an option to renew for two (2), three (3) year terms.
Anticipated Funding and Payment Structure
  • Anticipated total maximum available three-year funding is $ 37,884,000.
  • $12,628,000 annually
  • Estimated number of contracts: Five (5)
  • Bronx – Total 3-year funding $10,782,000 ($3,594,000 annually)
  • Brooklyn – Total 3-year funding $10,026,000 ($3,342,000 annually)
  • Manhattan – Total 3-year funding 5,616,000 ($1,872,000 annually)
  • Queens – Total 3-year funding $8,703,000 ($2,901,000 annually)
  • Staten Island – Total 3-year funding $2,757,000 ($919,000 annually)
  • Payment structure: It is anticipated that the payment structure of the contract(s) awarded would be based on cost reimbursement against an approved budget. Contractor will be reimbursed using a line-item payment structure, with payments made for expenses incurred against an approved budget.
Minimum Qualifications

Proposers that do not meet ALL of the following minimum qualification requirements may be found non-responsive and will not move to evaluation:
  • Have current or previous experience of at least five (5) years employing licensed, credentialed clinicians to provide services to high-need families that are involved with or at risk for involvement with the child welfare system.
  • Have at least five (5) years of relevant experience serving high need New York City families experiencing challenges related to mental health, substance use, and intimate partner violence.
  • Have current connections with mental health, substance use, and intimate partner violence providers within the borough(s) proposing to serve.

Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.

ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.
