ACS Workforce Development Services Request for Proposals (RFP)

Through this Request for Proposals, the New York City Administration for Children’s Services (ACS) Workforce Development Services 2 RFP will offer high-quality education and/or training programs to youth to promote opportunities for successful career development. Focusing on a holistic approach, these activities will enable youth to expand and develop competencies to realize their career interests and promote pathways to pursue them. This will also help youth market their skills and qualifications and provide youth with social and emotional support to build life skills, identify aptitudes and interests, set academic and career goals, facilitate connections to programs/services that support goal attainment, and plan for successful transitions from the juvenile justice system.

Competition Pools
  • 1 Competition Pool which will serve Brooklyn, Queens, and Staten Island.
Anticipated Contract Terms
  • 09/01/2026 – 08/31/2029 with options to renew for two (2) additional three (3) year terms.
Anticipated Funding and Payment Structure
  • Anticipated total maximum available funding is $5,944,782 ($1,981,594 annually, including COLA and WEI).
  • Estimated number of contracts: One (1).
  • Payment structure: Line-Item Budget.
Minimum Qualifications

Proposers that do not meet all of the following requirements might be found      non-responsive and will not move to evaluation:
  • Proposers must have a minimum of five (5) years of demonstrated experience directly providing targeted workforce development, vocational training, or similar services specifically to youth populations and court-involved youth.
  • Proposers must demonstrate existing relationships with a network of referral sources and vocational, educational, and community partnerships. Evidence must include documented collaborations with local schools, businesses, vocational training providers, and community-based organizations that support youth career readiness, job placements, internships, and successful post-release reintegration.
  • Proposers must have a minimum of five (5) years of experience providing direct academic tutoring, remediation, or related educational support services either directly or through a partner.

Questions regarding this RFP must be transmitted in writing to the Agency Contact Person listed above. Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.

ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.
