FOR
OYSTER BIOLOGIST SERVICES
PART 1: ADMINISTRATIVE AND GENERAL INFORMATION
1.1 Purpose
The purpose of this Request for Proposal (RFP) is to obtain competitive Proposals from qualified
Proposers who are interested in providing a variety of biological science and related services that
will enhance the capability, efficiency, and responsiveness to the CPRA to the State’s coastal
protections and restoration needs. Proposers should demonstrate capacity to fulfill services and
provide examples of relevant experience in accordance with LA R.S. 56:432.1, the Oyster Lease
Acquisition and Compensation Program (OLACP). It is the intention of the CPRA to award
multiple contracts.
1.2 Background
The Coastal Protection and Restoration Authority (CPRA) is seeking the services of professional
oyster biologists or firms who employ professional oyster biologists , to perform work
throughout the coastal parishes of Louisiana. Work to be performed includes conducting
biological surveys of public and private oyster grounds potentially affected by coastal protection,
conservation or restoration projects in order to determine water bottom type and standing crop;
delineating areas potentially directly impacted by coastal protection, conservation, or restoration
projects as defined in La R.S.49:214.2 (11), “Integrated coastal protection”; and on an as needed
basis, providing consulting services regarding oyster biology, oyster cultivation, and other
potential impacts on oyster grounds by coastal protection, conservation or restoration projects.
1.3 Goals and Objectives
The goal of this RFP is to provide CPRA with experienced biological science consulting services
contractors to perform oyster related activities associated with the implementation of coastal
protection and restoration projects and programs. The objective of the contract is to provide
consulting services regarding oyster biology, oyster cultivation, and other potential impacts on
oyster grounds by integrated coastal protection, conservation or restoration projects that will
enhance the capability, efficiency, and responsiveness to CPRA to the State’s coastal protections
and restoration needs.
1.4 Term of Contract
The term of any contract resulting from this RFP shall begin on or about May 1, 2026 and is
anticipated to end on April 30, 2029. The State shall have the right to contract for up to thirty-
six (36) months with the concurrence of the Contractor and all appropriate approvals.
