Description:

The City of Taunton (Owner) is seeking the services of an Owner’s Project Manager (OPM) as defined in Massachusetts General Laws Chapter 149, Section 44A1/2, and as further defined in this Request for Qualifications for a study of City-Owned Fire Stations.

This contract consists of five phases. Phase I is the designer selection and site survey phase, which includes working with the City in reviewing any documentation (if exists). Phase II is the design phase, which will include assistance oversight of architectural and engineering work. Phase III is construction bidding. Phase IV is construction. Phase V is close-out. Each phase is detailed in the scope of services.

The term Owner’s Project Manager is defined as “an individual, corporation, partnership, sole proprietorship, Joint Stock Company, joint venture, or other entity engaged in the practice of providing project management services for the construction and supervision of construction buildings.” The OPM is prohibited from having any affiliation with the designer, contractor, or any other party having an interest in the project.

Proposal Documents will be available on line at the City of Taunton’s bid portal, which can be reach at https://www.taunton-ma.gov/bids , on or before March 27, 2024. You can also access this site by going to the City of Taunton web page, select BUSINESS in the upper screen, and then select BID OPPORTUNITIES. If you have difficulty accessing the bid portal please contact the Procurement Department at 774-406-5284.

Sealed Proposals will be received up until 11:00 A.M. on April 30, 2024 by the City of Taunton Department of Procurement, located at 15 Summer Street, 1st Floor (within Treasurer’s Office), Taunton, MA 02780. Late submissions will not be accepted. There must be one (1) original, three (3) copies of the proposal and one (1) electronic copy of the technical proposal in an envelope and one (1) copy in a separate sealed envelope submitted to the attention of Andrew Sukeforth, Director of Procurement, Department of Procurement, 15 Summer Street Taunton, Massachusetts 02780.

The award will be qualification based. The City will award a contract to the responsive and responsible Respondents deemed to be the most highly qualified based on the evaluation procedures and fee negotiations described herein. The City reserves the right to reject any and all responses if it determines that it is in the best interest of the City to do so. The City of Taunton intends to award a contract within 60 days of the submission deadline.
